from the Board of EqualiZation. I concur in the reporg from the City Attorney and I also recom~end that the City
insgituge the statutory process go have these assessments reviewed by a Courg of Record.
"The 1959~ Board of Equalization has comPleted its ~work. The .Board received 41,8 applications
of which 266 resulted in changes ~hereby land ~d building assessmengs were reduced $711,540.00, producing an
annual tax loss of $17,?~8.50.
. ~ In~.view of the ~act that Section 58=907 o~ the Code of Virginia provides that the agtorney.
for a City aggrieved by any order of the Board of Equalization,maY apply go a courg of record for the correction
and revision of such order. I have undert~aken a .careful analysis of ~the reductions gr~nted by the Board. A compe-
geng real estage appraiser was employed to assist in this analysis.
We find that the Board made a number of spot reductions in land vaIdes, creating in our
opinion gross inequalities when these reduced assessmengs are compared g? the assessments on adjacent lands. We
also find several insgsnces where the assessed values of buildings have been reduced .~o the point that in our
opinion gross inequalities have ? been created. -
The attached schedule shows pertinent daga on the a ssessmengs in question. The number of
assessmengs involved is 37, the reduction in assessed values is $391,780.00, and the annual tax loss is $9r794-50
In order to assure an equal spread of the tax burden, I recommend that the City institute the statutory,, process
to have these assessments reviewed by a courg of record. (Signed) J S ~Livesay,Jr., City Attorney.
