October 13th, 1959 <br /> <br />taken at the request of the City Council or the City Collector. <br /> It is the belief of the City Attorney that we will avoid any possible legal question <br />by having the City Council authorize legal action in the collection of Real Estate Taxes which are more than <br />three years delinquent." <br /> <br /> Motion of Mr. Breedlove to concur in the City Manager's recommendation and to approve <br />the following resolution was adopted, without dissenting vote: <br /> <br />"WHEREAS, Section 46-a of the Cha~ter of the City of Portsmouth provides <br />that payment of taxes due the City may be enforced by warrant, motion, <br />bill in chancery or attachment upon request of the City Council or the <br /> City Collector; and <br /> WHEREAS, the office of City Collector has been abolished and it is the <br /> desire of this Council to provide for the orderly and expeditious collection <br /> of delinquent real estate taxes, <br /> NOW, THEREFORE, BE IT RESOLVED BY c the Council of the City o f Portsmouth, <br /> Virginia, that the City Attorney be and hereby is authorized and requested <br /> to institute such legal proceedings ~asoare available ur~der the Charter or <br /> general law to enforce collection of tmxes on real estate which are more <br /> than~ree years delinquent. <br />BE IT FURTHER RESOLVED that legal proceedings heretofore instituted by the <br />City Attorney to enforce collection of such taxes are hereby ratifiedand <br />affirmed." <br /> <br /> - 59-275 - "I submit the attached ordinance and recommend that it be placed on first <br />reading.~ This ordinance changes the License Tax year for City Automobile tags from May 1st of each year to <br />January 1st of each year. There is n~ change in the rate other than allowing a discount To persons who put - <br />chased a City license tag for the year beginning May 1st, 1959." <br /> <br /> Motion of Mr. Weiseman that the following ordinance be approved on first reading was <br />adopted, without dissenting vote: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1951, <br />...... BY ADDING ~TO CHAPTER 8 THEREOF A NEW ARTICLE NUMBERED VIII, CONSISTING OF <br /> SECTIONS 8-78 THROUGH 8-90, INCLUSIVE~ IMPOSING A LICENSE TAX ON MOTOR <br /> VEHICLES, TRAILERS, AND SEMI TRAILERS, EFFECTIVE JANUARY 1, 1960, AND EACH <br /> YE~kR THEREAFTER, REPEALING THOSE PORTIONS OF THE LICENSE TAX ORDINANCE OF <br /> THE CITY OF PORTSMOUTH, AS A~ENDED, WHICH ARE INCONSISTENT HEREWITH, PROVIDING <br /> FOR THE COLLECTION OF SAID LICENSE TAXES, AND PROVIDING PENALTIES FOR <br /> VIOLATIONS THEREO~ <br /> <br /> 59-276 - "I submit the attached ordinance and recommend that it be placed on first <br />:reading. This ordinance increases-~the rite~of pay for hourly employees under $3,600.00 by $0.05 per hour. This <br />ordinance also removes any question as to when an employee is entitled To ~n increase zn pay. <br /> I recommend that this i~crease be retroactive to July 1st, 1959." <br /> <br /> Motion of Mr. Weiseman that the followin~ ordinance be approved on first reading was <br />adopted, without dissenting vote~ <br /> <br />"AN ORDINANCE PROVIDING FOR THE CLASSIFICATION OF EMPLOYMENT AND A <br />COMPENSATiON'PItON FOR EMPLOYEES-OF 'THECITY" <br /> <br /> 59-2?7 - '~I reco~%end-that I be authorized to employ a firm to assist with public <br />relations and supplying information to residents of the proposed annexed area. The purpose of this service is <br />To inform the residents of the annexation area of the basie organization and procedures of the City Government <br />to help create an atmosphere of good will between the new citizens and the City Government and to help avoid <br />misunderstandings or difficulties during {he period of transition, to assist the departments of the City by <br />providing full information to the residents of the area to be annexed, keeping to a minimum the n~ber of in - <br />quiries'k~d improperly channeled requests. <br /> The propqs~d budget for this program is $9,500.00 and wo~ld consist of <br />the followmng: <br /> A survey of the annexation area to ascertain matters of real interest to the residents. <br /> A speakers' bureau to appear before the various Civic Clubs to inform the citizens on Municipal <br /> progr~uns, advertising in the newspapers, radio mud television, newsletters to the citizens of <br /> the annexed area explaining the various departments and services of the City. <br /> I recommend that an appropriation of $9,500.00 be placed on firs~ reading <br />for this program." <br /> <br />adopted. <br /> <br />Motion of Mr. Weiseman To suspend the rules to hear from interested persons was <br /> <br />The following spoke: <br /> V.B. This ordinance closes a small section of Fauquier St., betwenn South St. and Airline Boulevard. The <br />street is act physically open and it would be to the best interest of the .City that this street be closed due <br />to traffic hazards which it would create if open.
