At a regular meeting of the City Council, held on October 13th, 1959, there were <br /> <br />B.W. Baker, A.C. Bartlett, W.R. Breedlove, R. Irvine Smith, George R. Walker, <br />H. E. Weiseman, A.P. Johnson,Jr., City Manager. <br /> <br />The meeting was opened with prayer by ~$r. Breedlove. <br /> <br />Minutes of the regular meeting of September 29th were read and approved. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 59-271 - "I submit the audit report from the State Auditor's office for the Clerk of] <br />the Circuit Court. This covers the period of ~anuary 1st through August 13th, 1959. The Audit for thie period <br />was necessary due to the death of Mr. Kenneth A. Bain. <br /> Also is submitted an audit of the period of August 14th through August <br />24th, 1959. This covers the period of time the office was hand,ed by the Deputy Clerk.-The Audit reports that al <br />accounts wer~ in order." <br /> <br />On motion filed. <br /> <br /> 59-272 - "I submit the attached resolution and recommend its adoption. This resolu- <br />tion requests the State to appropriate sufficient funds in the 1960-62 budget to allow the Mosquito Control Dis - <br />tricts to receive the full amount of funds allowable under the State Enabling Act. If the State appropriation is <br />sufficient, the City of Portsmouth will receive from $3,000.00 to $4,000.00 more in Mosquito Control funds." <br /> <br />vote: <br /> <br />On motion of Mr. Weiseman, the following resolution was adopted, without dissenting <br /> <br />"WHEREAS, the State contributions to Mosquito Control Districts for the <br />fiscal year 1955-59 amounted to only 61% of the full amount allowed under <br />the State Enabling Act; and <br /> WHEREAS, this reduction was due to insufficient State funds being appro- <br /> priated for the biennium 1958-60. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that the Governor of the State of Virginia be requested to include <br />in his 1960-62 budget, sufficient funds to allow full State participation <br />in Mosquito control programs as allowed under the law. <br />BE IT~FURTHEH RES~VED~ that a copy of this resolution be sent to the <br />Governor and to all local members of the General Assembly." <br /> <br /> 59-273 - "I submit the attached resolution and recommend its adoption. At the pres- <br />ent time, the supervision of milk production is under the Department of Agriculture; however, that ~department <br />lXOvides very little inspection of milk ~ud all milk produced in the State of Virginia is inspected by the City <br />Health Departments under city ordinances and Codes. <br /> It is felt by the Health Department that the sanitary supervision of milk <br /> production should be in the hands of the local Health Departmen~ for the following reasons: <br /> <br /> 1. The Federal Government, through the United States ~Gblic Health Service does <br />not recognize Agricultural Department inspections in the sanitary rating Of milk sheds. These ratings are for the <br />purpose of acceptance of our milk for interstate shipment. Another importan~ aspect of Public Health Service ] <br />ratings is that dairies of our area can not sell milk ~o Government installations without a satisfactory U.S. I <br />P.H.S. rating done through the State Board of Health as an agent for the U.S. Public Health Service. I <br /> g. In the event of an outbreak of suspected milk-borne disease, the Agricultural <br />Department has no facility whatever to investigate an epidemic and in such an eventuality, the Health Department <br />would'be called upon. Health Departments are easily available and located in every CountyLand in all Cities <br />of mamor size in Virginia, <br /> 3. As a matter of local Government economy, ~ealth Department sanitarians are <br />already capable of performing milk inspections, incorporating them with their other work. <br /> 4. Inspections would be ~niform by centralizing znspections zn one agency. The <br />State closely follows the U.~. Public Health Service recommended Code. <br /> 5. By custom, milk inspection is placed in Health Departments zn most States." <br /> <br />senting vote: <br /> <br />Motion of Mr. Smith to approve the following resolution was adopted, without dis - <br /> <br />"WHEREAS, milk being one of the most important and nearly perfect human <br />foods for both adults and infants; amd <br />WHEREAS, milk is an excellent culture media for disease-bearing bacteria, <br />and is the most easily contaminated food; <br />WHEREAS, it is imperative that this food be adequately safeguarded by a properly <br />administered sanitary milk progr~m; and <br />WHEREAS, to insure the necessary ss~itary milk program, it is essential that all <br />protective measures be handled by trained personnel and laboratory facilities of <br />the State and local Health Department <br />NOW, ~d~REFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia, that inspection of the production~ processing and distribution of milk <br />be .made the direct responsibility of the State Department of Health~ under the <br />inm~ediate supervision of the Commissioner of Health <br />BE IT FURTHER RESOLVED, that a copy of this resolution b e directed to the <br />proper authorities for use ~n securing the passage of ~ecessary laws Eo place <br />the foregoing enforcement of milk regulations under the S~ate Department of <br />Health." <br /> <br /> 59-274 - "I submit the attached resolution and recommend its adoption. <br />Under Section 46-A of the City Charter, the payment of taxes due the <br />City may be enforced by warrans, motion, bill in chancery or attachment, but such proceedings must be under - <br /> <br /> <br />
