<br /> "I,Andrew T. Jones, Jr., a private bus operator of the City of Portsmouth, have been
<br />overcharged for city license. I consulted you and also the City Attorney, concerning overcharge this year for
<br />license. I was informed by the City Attorney that the City ordinance pertaining to public transportation ye -
<br />hicles were to pay ninety cents per_.hundred pound per body weight.
<br />
<br /> As mi employee hauler and limited charter operator, I feel I am not s public transpor-
<br />tntion vehicle operator. In the past, I have-been charged thirty cents per hundred pound weight~ which seemed
<br />reasonable for my type operation. This year a number of private bus operators bought their license at the
<br />thirty cents rate.-
<br /> I would appreciate it if you would aL your earliest convenience arrange for me a
<br />personal appearance before the City Council. Thankyou for~your consideration. Please notify me before the
<br />Council meet."

<br />Council Study Committee, on the problems of driving under the influence
<br />of intoxicants, met, and held a public hearing, in the Council ChaMber
<br />of the City of Portsmouth, creating statewide publicity, and recognition
<br />of our City; and
<br /> WPiERF~, meetings such as this in our City afford considerable impetus
<br />to the Council's desire to have_ the City of Portsmouth idsntified as one
<br />of the leading communities of our State; and
<br /> WHEREAS, the Honorable Inez DeGraw Baker, Member of the House of Dele-
<br />gates, 'and Portsmouth's first Lady Representative to the General Assembly,
<br />prevailed upon the VALC Study Group to come to our City; and
<br /> WHEREAS, it is fitting and proper that this body ex~ess its appreciation
<br />to Mrs. Baker; now, therefore
<br />Resolved by the Council of the City of Portsmouth, that the said Council
<br />hereby express ~o the Honorable Inez DeGraw Baker its appreciation for her
<br />efforts in obtaining for the City of Portsmouth the first public hearing and
<br />meeting of a VALC Study group in the City of Portsmouth.

<br />59-291 - The following communication from the Dismal Sw~np Canal Industrial
<br />Philip P. Davis, Sr., Chai~nan, was read:

<br /> '~pproximately two and a half years ago, a group of citizens living in Elizabeth Cit~,
<br />N.C., Pssquotank County and Camden County, N.C., Portsmouth, Norfolk, South Norfolk, Va. and Norfolk County Va.
<br />met and formed a committee to be known as the Dismal Sw~ap Industrial Canal Committee. At this n~eeting, L.S.
<br />Blades, Jr., of Elizabeth City, N.C., was appointed Chairman. Nr. Blades held this position for r approximntely
<br />one and one hslf years. During his tenure of office as Chairman, the Committee se~ forth its purpose and aim
<br />which I quote WThe Purpose for which the Committee is formed is To arrange for and engage in, the work of inves-
<br />tigation, collecting and correlating available data relative to, and surveying the water supply and reserves,
<br />and ether phy,sical and geological features, surface and ~subsurface, of the Dismal Swamp Area of Virginia and
<br />North Carolina, and to that end, To solicit, receive, expend, and account for, sums of money to accomplish the
<br />foregoing objectives, within the ~limits of the laws of Virginia and North C~rolina, all for the purpose of
<br />evaluating the said Dismal Swamp Area as a site for potential industrial development.~
<br /> With the approval of the Co~uittee, NLr. Blades contacted two engineering firms
<br />TIPPETTS-ABBETT-NcCARTHY-STIktTTON, Engineers, 62 W. 47th St., New York and the H.K. Ferguson Company, Inc.,

<br /> In November, 1958/ at a meeting of the Co~mission in Elizabeth City, N.C., our
<br /> Chairman, Mr. Blsdes, stated that now the first phase of our purpose and aim had been completed and due to
<br /> the increase of work within his law office, he asked that a new chairman be named to carry on the second phase
