November 27, 2001 <br /> <br />01 - 330 - Adoption of a resolution authorizing the City Manager to convey a variable <br />width water transmission easement to the City of Norfolk in the area adjacent to Clifford <br />Street in connection with the replacement of the Clifford Street Bridge. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City Manager to execute all necessary <br />documents to convey a variable width water transmission line easement to the City of <br />Norfolk across property adjacent to Clifford Street and lying behind Simonsdale <br />Elementary School. <br /> <br />Purpose and Need: <br /> <br />· This easement is needed in order that the Virginia Department of Transportation <br />(VDOT) may relocate the present 30" water transmission line of the City of Norfolk <br />several feet further south of the right-of-way of Clifford Street, which is being improved <br />by VDOT in connection with the replacement of the Clifford Street Bridge. <br /> <br />· Council adopted a resolution at its meeting held on May 22, 2001 granting <br />necessary easements and right-of-way to VDOT for the Clifford Street improvements <br />project. <br /> <br />· Relocation of the water line will begin while VDOT completes the bidding process. <br /> <br />Financial Impact: <br /> <br />· The Clifford Street project is being carried out by VDOT and all improvements <br />should be returned to the City of Portsmouth when the project is complete. VDOT is <br />contributing 98% of the cost of construction, and the City is contributing the remaining <br />2%. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to adopt the following resolution, <br />and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY A VARIABLE <br />WIDTH WATER TRANSMISSION EASEMENT TO THE CITY OF NORFOLK IN THE <br />AREA ADJACENT TO CLIFFORD STREET. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to grant and convey a variable width <br />water transmission line easement of approximately 30' in width to the City of Norfolk, <br />Virginia for the purpose of relocation of the City of Norfolk's 30" water transmission line, <br />a portion of which is now located in Clifford Street as shown on that certain plat entitled <br />"Proposed Permanent Utility Easement Exhibit for the City of Norfolk". <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is hereby authorized to <br />execute such deeds, plats and other documents necessary to effect the conveyance of <br />property herein authorized between the City of Portsmouth and the City of Norfolk as <br />may be required, and to require such deeds and documents to contain such other <br />provisions as he may deem appropriate and in the best interest of the City of <br />Portsmouth." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 331 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />01 - 332 - Items Submitted by Council Members <br /> <br />There were no items. <br /> <br /> <br />
