Morris, 1503 Hodges Ferry Road, spoke on ethical conducT. <br /> <br />3. Raleigh Harsley, 2124 Peach Street, spoke on various neighborhood concerns. <br /> <br />4. Ed S. Mizell, 4306 Manchester Lane, spoke on budget cuts for the Fire Department. <br /> <br />5. Richard Cleveland, 1731 Maple Avenue, spoke on NEAT Officers and the <br /> Neighborhood Facility. <br /> <br />6. Steve Turner, 1705 Bradford Terrace, spoke on public safety. <br /> <br />7. Alvah Owens, 1604 North Street, spoke on Police and Fire Department finances. <br /> <br />8. Sheri Bailey, 917 Mount Vernon Avenue, spoke on the History Commission. <br /> <br /> Motion by Mr. Griffin, and seconded ~3y Mr. Pitts, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711(A)(3) of the Code of Virginia, to discuss or <br />consider the following: <br /> <br /> consultation with legal counsel about specific legal matters, including but not <br />limited to litigation, as authorized by paragraph 7; and <br /> <br /> personnel matters and appointments to public positions, as authorized by <br />paragraph 1. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712 of the Code of Virginia, certifying that to the best of the Council Member's <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2. Only such public business matters as were identified in the motion by which <br /> the Closed Meeting was convened, were heard, discussed or considered in <br /> the meeting by the City Council. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> On motion, meeting adjourned at 9:52 p.m. <br /> <br />APPROVED - <br /> <br />Dr. 3ames W.
