November 27, 2001 <br /> <br />· An estimated $572,000.00 is available for FY 03 funding of eligible Chesapeake Bay <br />Act projects. We are applying for $50,000.00. <br /> <br />Financial Impact: <br /> <br />· Due to limited in-house staff resources, this funding is of the utmost priority to <br />successfully complete the update of the Environmental Comprehensive Plan. <br /> <br />· The grant would be matched with local in-kind services. The local match would be <br />$50,000 in the form of current department matching salaries and support services. <br /> <br />· Chesapeake Bay Local Assistance Board <br />In-kind Match <br /> <br />Total = <br /> <br />$ 50,000 <br />$ 5O,OOO <br />$100,000 <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO <br />THE CHESAPEAKE BAY LOCAL ASSISTANCE DEPARTMENT FOR FY 2003. <br /> <br /> WHEREAS, the Chesapeake Bay Preservation Act is set out in Title 10.1, <br />Chapter 21 of the Code of Virginia and establishes that the Chesapeake Bay Local <br />Assistance Board is responsible for carrying out the purposes and provisions of said <br />Act, and <br /> <br /> WHEREAS, the Chesapeake Bay Local Assistance Board has promulgated a <br />Request for Proposals to the Local Assistance Competitive Grants Program to assist <br />localities in offsetting the costs of Chesapeake Bay Act program development and <br />Chesapeake Bay Act implementation and enforcement; and <br /> <br /> WHEREAS, the City's Department of Planning and Inspections desires to apply <br />for grant funds to contract the specialized consultant services necessary to complete <br />the required Chesapeake Bay Preservation Act component of the Comprehensive Plan <br />update. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of <br />Portsmouth, Virginia, that it does hereby endorse an application for a grant in the <br />amount of $50,000 from the Chesapeake Bay Local Assistance Department for the <br />purpose of updating and completing the Chesapeake Bay Preservation Act component <br />of the City's Comprehensive Plan. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be authorized on behalf of <br />the City of Portsmouth to submit said application for the grant and to sign all necessary <br />documents related to the grant certifying compliance by the City of Portsmouth with the <br />appropriate regulations governing the administration and use of grant funds. <br /> <br /> BE IT FURTHER RESOLVED, that if the grant is awarded, the City of <br />Portsmouth hereby agrees to pay for full costs (in-kind) of the grant project, not to <br />exceed, $50,000 in total costs, providing that certain of these costs are subject to grant <br />reimbursements totaling $50,000, which shall be payable from the Chesapeake Bay <br />Local Assistance Department in accordance with a contractual agreement to be <br />executed between the City of Portsmouth and the Chesapeake Bay Local Assistance <br />Department, and that, if the City of Portsmouth subsequently elects to cancel this <br />project, the City of Portsmouth agrees to reimburse the Chesapeake Bay Local <br />Assistance Department for the total amount of funds expended by the Department <br />through the date the Department has been notified of such cancellation." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
