November 27, 2001 Financial Impact: · The potential financial impact could be millions of dollars to the City for programs, facilities and services. · The total impact cannot be accurately assessed at this time. It will, however, be noted in the Final Legislative Report that is prepared following the Veto Session of the General Assembly. 1. Mark Geduldig-Yatrosky, 363 Middle Street, spoke on providing certain convicted felons the right to vote and inclusion of full citizen rights. Motion by Mr. Moody, and seconded by Mr. Pitts, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 2002 LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. WHEREAS, the Virginia General Assembly deals with a broad range of issues that affect local governments both directly and indirectly; and WHEREAS, the City of Portsmouth has certain concerns which deal with both local governments and Portsmouth specifically; WHEREAS, these concerns and issues need to be made known to Portsmouth's General Assembly Delegation so that they may be transmitted for consideration by the Legislature. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth endorses the attached legislative proposals for the 2002 General Assembly Session and directs that both this resolution and the legislative proposals be forwarded to the Portsmouth General Assembly Delegation." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 01 - 329 - Adoption of a resolution authorizing the City Manager to submit a grant application to the Chesapeake Bay Local Assistance Department for FY 2003. The anticipated funds will be used to contract the specialized consultant services necessary to complete the required Chesapeake Bay Preservation Act component of the Comprehensive Plan Update. Recommendation: · Approval of a resolution authorizing the City Manager to submit a grant application to the Chesapeake Bay Local Assistance Department for FY 2003. Purpose and Need: · The Department of Planning and Inspections will use the funds to contract the specialized consultant services necessary to complete the required Chesapeake Bay Preservation Act component of the Comprehensive Plan update. · Specifically, monies will be directed toward the update of the City's Environmental Comprehensive Plan, adopted on June 25, 1996. This update will be a component of the citywide Comprehensive Plan update project. · Chesapeake Bay Local Assistance Department grants are provided to localities by the State to assist in offsetting the costs of Chesapeake Bay Act program development and Chesapeake Bay Act implementation and enforcement. · The funding is awarded to local governments and planning districts on a very competitive basis. The City of Portsmouth applied for and was awarded this grant source from FY 91 to FY 98.
