November 27, 2001 <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed <br />to mail a copy of this resolution to the Chairman of the Planning Commission and to the <br />City Planning Director." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 327 - Adoption of an ordinance declaring that a potential shortage of water exists in <br />the City of Portsmouth's water system and authorizing the City Manager to take special <br />measures of prudent management to prevent a crucial water shortage for the <br />preservation of public water shortage for the preservation of public health, safety, and <br />welfare. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance declaring that a potential shortage of water exists in the <br />City's water system and authorizing the City Manager to take special measures of <br />prudent management to prevent a crucial water shortage for the preservation of public <br />health, safety and welfare. <br /> <br />Purpose and Need: <br /> <br />· On-going drought conditions and the lack of rainfall have caused the levels in the <br />City's drinking water reservoirs to drop to levels of concern. <br /> <br />· Until rainfall returns to normal and reservoir levels recover, water conservation <br />measures are required to extend the supply of the City's water system. <br /> <br />· There are four "levels" or conditions for water conservation measures as outlined in <br />the attached ordinance. <br /> <br />Financial Impact: <br /> <br />· The financial impact is impossible to project at this time; however, conservation <br />measures may impact sales and the use of drought wells will increase treatment costs <br />and trigger a contractual payment to the City of Suffolk on well water pumped in excess <br />of 4.5 MGD. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE DECLARING THAT A POTENTIAL SHORTAGE OF WATER EXISTS <br />IN THE CITY OF PORTSMOUTH'S WATER SYSTEM AND AUTHORIZING THE CITY <br />MANAGER TO TAKE SPECIAL MEASURES OF PRUDENT MANAGEMENT TO <br />PREVENT A CRUCIAL WATER SHORTAGE FOR THE PRESERVATION OF PUBLIC <br />HEALTH, SAFETY, AND WELFARE." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />01 - 328 - Adoption of a resolution authorizing the City of Portsmouth's 2002 Legislative <br />Proposals to be presented to the Portsmouth Delegation and the members of the <br />Virginia General Assembly. <br /> <br />Recommendation: <br /> <br />· Adoption of a resolution authorizing the City of Portsmouth's 2002 Legislative <br />Proposals to be presented to the Portsmouth Delegation and the members of the <br />Virginia General Assembly. <br /> <br />Purpose and Need: <br /> <br />· The 2002 Legislative Proposals contain items specific to the City of Portsmouth and <br />items that will be monitored with Statewide impact. There are four Budget <br />Amendments, two Policy Issues and five Ongoing Funding Issues. <br /> <br /> <br />
