November 27, 2001 <br /> <br />· This program utilizes the Third Judicial Circuit Court of Virginia and the collaborative <br />efforts between members of the criminal justice community and behavior healthcare <br />services. <br /> <br />· This grant employs one full time Drug Court Administrator, one full time Case <br />Manager, two full time probation officers, one full time office specialist and one full time <br />surveillance officer. <br /> <br />· The U. S. Department of Justice will conduct an evaluation of the program at the end <br />of the first year of the grant before the second year of the grant will be funded. <br /> <br />Financial Impact: <br /> <br />· The Circuit has also received a Drug Court grant from the State and these funds will <br />be used to provide the match necessary for this grant. <br /> <br />· A local cash match is required from the City of Portsmouth. These funds will be <br />appropriated from the State Drug Court Grant. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to transfer $365,747 from the <br />Grants Contingency Account to fund the Drug Court Program, and was adopted by the <br />following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> Adoption of a resolution directing the Planning Commission to prepare an <br />amendment to the City Zoning Ordinance to permit the replacement of existing signage <br />on Martin Luther King Freeway and to report the Commission's recommendations <br />concerning the amendment to City Council. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Benn, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION DIRECTING THE PLANNING COMMISSION TO PREPARE AN <br />AMENDMENT TO THE CITY ZONING ORDINANCE TO PERMIT THE <br />REPLACEMENT OF EXISTING SIGNAGE ON MARTIN LUTHER KING FREEWAY <br />AND TO REPORT THE COMMISSION'S RECOMMENDATIONS CONCERNING THE <br />AMENDMENT TO CITY COUNCIL. <br /> <br /> WHEREAS, at the City Council meeting on November 13, 2001, Adams Sign <br />Company reported to City Council that because of roadway improvements to Martin <br />Luther King Freeway, two of its billboard signs must be removed and cannot be <br />relocated under the current provisions of the Zoning Ordinance; and <br /> <br /> WHEREAS, Adams Sign requested that the City Council amend the City Code to <br />permit such replacement; and <br /> <br /> WHEREAS, the City Council has no information as to whether such request is <br />advisable; and <br /> <br /> WHEREAS, the City Council desires that the Planning Commission draft and <br />consider such amendment(s) to the City Code as would be necessary to accomplish <br />Adams' request, and that the Commission report its recommendations concerning any <br />such change to the City Council in accordance with Section 15.2-2285 of the Code of <br />Virginia (1950) as amended. <br /> <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the Planning Commission be, and it hereby is, directed to take all <br />necessary actions to prepare and consider such amendment(s) to the City Code to <br />accommodate the request by Adams Sign and any other similarly situated entity on <br />Martin Luther King Freeway and that the Commission report its findings and <br />recommendations to the City Council no later than 100 days after the Planning <br />Commission's December 2001 meeting, as required by the Code of Virginia. <br /> <br /> <br />
