You' <br /> k~ow that it was written to establish and stabilize:the supervisory ranks or positions; to increase the pay of <br /> the lowest position of patrolman and detective and other positions in a graduated scale decreasing upwards; <br /> and to provide highest pay in rnnk in. four years. All thege things the rank and file of police officers <br /> should have welcomed with eden arms. The only~effect which couldhavebeen considered bad was the reduction <br /> of thr~e r~emporary captains to lieutenant,-these three positions being the. same three promotionswhich the re- <br /> tiring chief had made from a ~i.st 'due- no expire ~n ] September 1959, to fillnon existent and umuecessary <br /> positions. <br /> <br /> The knowledge we possess about mankind in general, and organizations of men in particular, re - <br /> £uies and makes completely.unacceptable the claim that ~ailure to consider and enforse, or refuse ~o endorse <br /> the proposed ordinance was the free will and voluntary wishes of the body. The opposite is true. The failure <br /> of the Chairr~n to get the proposed ordinance before the body ~ro~ides.prime evidence of coercion and intimi- <br /> dation. <br /> I have said before that I am not a strong nnion men, but I do believe in freedom of assemblyman( <br /> speech without Pressure from superiors or majorities.. Since police unions are prevented from striking by cha~ <br /> ter, its only reason for existence is t~ assemble, discuss, and make representations for 'their common good. <br /> This is an inlierent right and must not be abused! As a constructive part of this dissent, I recommend one of <br /> two courses - That the necessary action be taken~to abolish the.Police Union, or that the proper parties take <br /> whatever action is necessary to establisha dividing line b~tween supervisory personnel who may.not belong to <br /> the Union and those who may b~long. Either course wi]l help prevent a recurrence of such charges in the £utur~ <br /> and reduce the possibility of the superiors using the union ~o carry out their wishes. <br /> During the time the retirement of the Chief and the report of the investigation has been post- <br />ported, the Secretary of the Uuio~, cheer the principals in .the.investigation, has 'resigned' from the force. <br />To properly define that word t wish to recall to you gentlemen the fact that sixty-seven (67) men have reszgned <br />or have been 's~parate~' from the force in the last_f°ur. years. None have been fired. I have no,ed that ano- <br />ther principal, Mr. Engram, is now hack in uaifOrm and assigned ~o a patrol car indicating that he has been re- <br />moved from his POsition in the Youth Bureau. <br /> Mr. President, I am unable to acc~pt.the~anager's ~epo~t.as~either comp ete or satisfactory. <br /> In addition, I shall hold the Manager ~responsib~e for any further punitive action taken a s a result of this <br /> investigation during the interim period until a aewchief is.appointed." <br /> <br /> 60-21 - "The Mayor has requested that the attached ordinance he placed on the agenda. <br />This is with reference to sick leave and vacation~" <br /> <br /> Mr. Breedlove in the Chair. <br /> Mr..
