<br />widening of Airline Boulevard:
<br /> The question of th~ elimination of the 6 Ct. concrete cen~er isle was dis-
<br />cussed with the Highway Bepartmen~ and they will not approv~ the elimination of this~center isle. ~ey are re-
<br />designing the Washington Ave. entrance to allow traffic to enter this s~reet from Airline Boulevard.
<br /> Up to the present time they have not agreed to any change in the other street
<br />intersections. The City can, however, once the highway is constructed, open any street it ,desires."

<br />60-89 The following communication fr6m the Commissioner of Revenue was read:
<br />
<br /> "Please be advised that Jesse G. Mitchell, T/A Sanitary Laundry, has been assessed for
<br />Tangible Personal property valued for $18,400.00 with taxes amounting to$506oO0. Our investigation reveals
<br />that the correct assessment should have been $13,400.0D, with ~axes amounting to $368.50, representing au over-
<br />assessment in taxes amoun~ng to $137.50~
<br /> The taxpayer has paid the original tax. As this is definitely an overpayment of $137.50
<br />we sincerelyrequest that a refund in this amount be made to the ~axpayer.~
<br />
<br /> On motion of Mr. Breedlove, refund of $137.50 for said purp6se was placed on firs~ read-
<br />ing, without dissenting vote.
<br />
<br />60-90 - The following petition was read:
<br />
<br /> "Whereas, the administrative heads of the City of Portsmouth have failed to give proper
<br />recognitiou~tothe needs of the localities herein mentioned. Whereas fhe length of time the City has berm negli-
<br />gent has been more than twenty years; and whereas the deplorable conditions existing in our localities are a
<br />menace ~o health and property.
<br /> We, the citizens of Harrison Ward, embracing the sections of Brighton, P~dmout Height~
<br />Rosedale, Sherwood Place, Truxton and North Truxton do hereby petition the City Council for curbing, gutters,
<br />proper drainage, improved lighting and better police protection.
<br /> We further request the~City Couadil or a committee appointed from the membership to
<br />visit the areas to survey the problems w~ have identi£ied~as our ~ost'cr~cial needs.
<br /> Signed John R. Holland, and numerous others."

<br /> Motion of' Mr. S~ward that the peiition be received for information and ths~ the City
<br />Manager look into the matter, giving ~emporary relief immediately and that the curbs, gutters and drains re -
<br />quested be included in the Manager's p~$ra~, was adopted, without~dissentiug vote.
<br />
<br /> Metion of Mr. Walker that the Council direct the Planning Commission to conduct a
<br />study of all Capital Improvements necessary within the City limit~ and pro~ide the Council with the results,
<br />including ~ecommended priorities and estimated costs.
