~arch 22nd. 1960. <br /> <br /> 60-85 ~' "At the request of the Mayor, I submit the following .repor~ concerning the <br />widening of Airline Boulevard: <br /> The question of th~ elimination of the 6 Ct. concrete cen~er isle was dis- <br />cussed with the Highway Bepartmen~ and they will not approv~ the elimination of this~center isle. ~ey are re- <br />designing the Washington Ave. entrance to allow traffic to enter this s~reet from Airline Boulevard. <br /> Up to the present time they have not agreed to any change in the other street <br />intersections. The City can, however, once the highway is constructed, open any street it ,desires." <br /> <br />On motion o£ MS. Smith,. ~eferred to a conference of the Couueil with the Highway <br /> <br />NEW BUSINESS - <br /> <br />60-89 The following communication fr6m the Commissioner of Revenue was read: <br /> <br /> "Please be advised that Jesse G. Mitchell, T/A Sanitary Laundry, has been assessed for <br />Tangible Personal property valued for $18,400.00 with taxes amounting to$506oO0. Our investigation reveals <br />that the correct assessment should have been $13,400.0D, with ~axes amounting to $368.50, representing au over- <br />assessment in taxes amoun~ng to $137.50~ <br /> The taxpayer has paid the original tax. As this is definitely an overpayment of $137.50 <br />we sincerelyrequest that a refund in this amount be made to the ~axpayer.~ <br /> <br /> On motion of Mr. Breedlove, refund of $137.50 for said purp6se was placed on firs~ read- <br />ing, without dissenting vote. <br /> <br />60-90 - The following petition was read: <br /> <br /> "Whereas, the administrative heads of the City of Portsmouth have failed to give proper <br />recognitiou~tothe needs of the localities herein mentioned. Whereas fhe length of time the City has berm negli- <br />gent has been more than twenty years; and whereas the deplorable conditions existing in our localities are a <br />menace ~o health and property. <br /> We, the citizens of Harrison Ward, embracing the sections of Brighton, P~dmout Height~ <br />Rosedale, Sherwood Place, Truxton and North Truxton do hereby petition the City Council for curbing, gutters, <br />proper drainage, improved lighting and better police protection. <br /> We further request the~City Couadil or a committee appointed from the membership to <br />visit the areas to survey the problems w~ have identi£ied~as our ~ost'cr~cial needs. <br /> Signed John R. Walker requested that his motion be withdrawn. <br /> <br /> Substitute motio~ of Mr. Weisema~ that the Council request the Plauning Commission to <br />bri~ng the Capital I~provement Program up ~o date and p~es~nt it to the Council was ~dopted, without dissenting <br /> <br /> 60-91 - The Mayor presented the following letter: <br /> <br /> "At a meeting of representative citizens of Portsmouth, on Sunday, Mmrch ~0th, 1960, <br />i~n the Council Chamber, th~ following resolution was adopted, without s dissenting vote. I am forwarding it to <br />you £or your cousideration. This resolution was offered by Rabbi ~Shermau Stein and seconded by John W.Jenkius, <br /> <br />'Be it Resolved that'this meeting petition the City Council of <br />the City of Portsmouth, Va., t6 fo~m' a Mayor's Friendly Relations <br />Committee- Inter-racial -, ~o discuss and study matters that in- <br />verve racial ~ensi~s in this City' (Signed) L.W. Durst, President, <br />Portsmouth Ministerial Association." <br /> <br />On motion, rules ~ were suspended to bear from interested persons. <br /> <br />Mr. Bill 0'Neal spoke. <br /> <br /> Motlou of Mr. Breedlove to ' refer ~o a conference of the Council, was ~dopted, without <br />dissenting vote. ~ <br /> 60-92 - ~he following letter from the S~perinten_den~ of Schools was read: <br /> <br /> "The Ports~ou{h 'Cit~ School 'Board directed me to request an appropriation of $400,0.00. <br />for'the plrrpose of constructing an addition ~nd remodeling the present Cavalier ~ar~r School. This building is l <br />necessary because of annexatioa. The plans and specifications were practically Comple~e~by Norfolk County and <br /> <br /> <br />
