<br />On motion of Mr. Weiseman, the following ordinance was placed on first reading:

<br />"AN ORDINANCE TO CLOSE CERTAIN PORTIONS OF PEARL, ~AUPINAND PARKER STREETS
<br />WITHIN THE SITE OF THE NEW BRIGHTON. ELEMENTARY SCHOOL"

<br /> 60-85 - "I submit the attached letter from Marian E. Tuttle, Business Representative
<br />of Portsmouth City 'Employees Local #733. He has requested that this be read at this meeting~"

<br /> Attached "Please be advised the listed below request aye hereby being submitted to you for
<br />your earliest consideration.
<br /> 1. Request that all per diem blue ~ollar workers whom are presently receiving
<br />$5,000. per year and less be granted a 15 ct. per hour increase across the board. (a) as yow.kno~ the City of
<br />Portsmouth's wage scale is far below the wage scale, in the City of Norfolk. (b) As you further know the laborers
<br />employed by the Portsmouth Housing Authority receive approxzm ately $?00,00 per year more than the citylaborers.
<br /> ~. Request that all city employees be included in all wage adjustments, ifthey
<br />earn $5,000. and less. (a) Laborers paid on monthlystatus have not b~en included in the last two wage adjust-

<br /> 3. Request that all monthly paid employees b~ paid bi-weekly instead of being
<br />paid On the 2nd and 1Tth of each month, whereby tkey[los~ a month'8 pay during any one given year.

<br />pending his report to the City Council, was adopted, without dissenting vo~e.

<br /> 60-86 - "I submit the attached resolution and recommend its adoption. This estab-
<br />lishes the requirements necessary for the special electzon concerning Councilmanic przmar~eSo
<br />
<br />"~tEREAS, a sp~cia~ election has been called for May 3, ~960, upon the
<br />question, of abolishing Councilmanic przmaries and Sect&o~ 3 of Chapter X
<br />of the City Charter pro,ides for the mailing to qualified voters of printed
<br />copies of arguments with respect ~o the issue, subject to certain provisions
<br />therein contained.
<br /> NOW, THEREFORE, BE IT RESOLVED by ~he Council o~ the City of Portsmouth, that:
<br /> (a) NLr. Louis R. Keller, the person filing the petition, shall
<br /> present to the C%ty Clerk, on or before April 8, 1960, ~0,000 copies of his
<br /> printed argument in fa~or of the proposed ordinan~ce,-~snch~ri~led matter
<br /> to be folded so as no~ to ~e xceed 8½ inches by 3 3/4 inches.
<br /> (b) Permissionof the Council is hereby extended the Democratic
<br /> Executive Committee of the City of Portsmouth to presen~ to the City Clerk
<br /> printed arguments opposing the proposed ordinaries, at the same time, in
<br /> the same number, and folded as specified in paragraph (a) above.

<br />On motion, the ordinance was amendgd by adding Seetion C, as follows:

<br /> "(c) Such printed matter sha~l be-identi£ied with the names of the
<br />persons or groups submitting the same."

<br />Mn. Baker requested that' th~ fo~owing ordinance be considered by paragraphs:

<br />1951, AS A~NDED, BY A~KENDING AND RE-4)~DAINING SECTIONS 2-32, 2-33 and 2-37,
<br />PERTAINING TO BICKLEAVE, ANNUAL VACATIONS AND OVERTIME PAY"

<br />Mr~ Baker moved that Sec%ion 2-3~ 'Sick Leave' be adopted.
<br />
<br />Mr. Baker agreed to the twofollowing changes; in first paragraph of Section 2-32:
<br />
<br />In first line, after word 'City" insert "except those in the Police and Fire
<br />Divisions".
<br />
<br />2. In third line, after word 'City' delete "whether such.employmgnt o~curs before
<br /> or after the effectiv~ date of this section .
<br />
<br /> Mr. Baker agreed that it would be satisfactory for the entire ordinance to b~ re-
<br />ferred go a conference of the Council.
<br />
<br />On motion of Mr. Smith, the ordinance was referred to a conference of the Council.
