<br /> "The Portsmouth City School Board at its meeting on Thursday, Ma~ch 10, 1960, in
<br />structed me to request the City of Portsmouth to purchase 9.381 acres, more or less, located on Mimosa Road and
<br />a part of the property owned by Mr. L. T. Correll.
<br /> I was further instrncted to reques~ that an appropriation of $400,000. be made
<br />available for the construction of an elementary school on this site. A plat of the @roperty is attached.

<br /> Motion of Mr. Smith to concur in the recommendation of the School Board and ~o
<br />plac~ an appropriation of $400,000.00 0~ first reading for said purpose, was adopted.

<br />60-94 - The following letter from the Superintendent of Schools was read:

<br />Brighton Elementary School ~o Robert R Marquis at a price of $414~242.00."

<br />Motion of Mr. Smith ~o concur in the reques~ of the School Board was adopted

<br />60-95 ~ The £ollowing letter from Albert Jo Ca~r was read:

<br />the Portsmouth Chamberof Commerce, that there has been no north-south hi gkway ems~ of Interstate #95 tha~
<br />pasees through Richmond, which has been designated as a part o£ the ~nterstate Highway System, and
<br /> WHEREAS, some of the most densely populated sections of Virginia and the ad -
<br />joining states ~s along the East Coast, especiall~ ~rom inters~ate #95.at Sav~B~ah, G a. to Interstate #95 at
<br />Wilmington, Delaware, and
<br /> %~HEREAS, the Chesapeake Bay Bridge and Tunnel Commission proposes ~o con-
<br />struct a bridge-tunnel across Chesapeake Bay completin~ a fixed crossing connection between the Eastern Shore
<br />and the Mainland of Virginia, and
<br /> W~EREAS, highways h~uilt on level terrain, such as along the east coast, are
<br />safer, more pleasant and easiee ~o drive, and
<br />~r~EAS, the more .favorable weather along the:~coast which is warmer in
<br />winter ~rdducing the hazards of snow and ice, as well as being cooler 'in summer and more pleasant driving, and
<br /> WHEREAS, the coastal rou~e is known as the Ocean Highway which has for many
<br />years been very popular for north-south traf£ic between Florida, New York and New England, and
<br /> WHEREAS, such a coastal route is essential to the industrial and economic
<br />progress o~Tidewater, Virginia, and the State, and 'is consistent 'with the rapid growth which is taking place
<br />within the area, and
<br /> NHEREAS, it is'deemed desirabl~ithat the Interstate Highway should include
<br />the Ocean Highway and essential portions o£ mH.S. Route 13 south~fromWilmington, Delaware along the Eastern
<br />Shore to Portsmouth, Virginia and U.S. Rout? 17 south £rom its intersectio~ with ~.~. Route 13 at Portsmouth
<br />through Georgia.
<br /> NOW, THEREFORE, BE IT RESOLVED, tlmt the Board o~ Directors o£ the Portsmouth
<br />Chamber of Commerce ~dcrses the idea of designating a coastal reu~e between Savannah, ~a. and Wilmington,-Del.,
<br />as a part df' the :Interstate System o £ Highways, connecting with inters~a~e #95 in the above ggneral areas. This
<br />new Inters~a~e coastal rou~e should also connect with the East-Wes~ Interstate Highway #64 in the Tidava~er Mir-
<br />gi nia area, and
<br /> BE IT FUETHER RESOLVK~, that it be urged upon those whoare respensible ~or
<br />establishing such Interstate rou~es r~o give due consideration to the b~nefits that would be derived to National
<br />Be£ens~ by the const~ction ofsuc~ a re.sd, ~as Well as ~o.the safety, convenience· ~ . and comforts of local and out
<br />o£ state motorists that will use such l~ghway, i road constructed to the standards of an interstate highwa~ is
<br />urgently ~eeded to carry the traffic that ia .now traveling through this area and that will be generated when the
<br />proposed Chesapeake B~y Bridge Tunnel is completed and opened for use.
<br /> BE IT FURTHER ~ESOL~ED, that the Board of Directors of the Portsmouth Chamber
<br />requests the Virginia S~e Highway Commission and~ the U.S. Bureau of Public Roads to include a north-south
<br />route as above outlined in'tHe Interstate High,ay System. It is ~urther ~equested that such a rou~e be desig~
<br />hated at the earliest possible date.~

<br /> Regolution -- "~REREAS, the construction o~ the ~econ~'Elizabet~ River Tunnel between Ports-
<br />mouth and Norfolk has now been assured, and
<br /> ~HEREAS, the City of Portsmouth, as part of 'a ~eueral arterial highway develop-
<br />meat program, has considered the widening of Glasgow St. as a £our lane highway, including overpassing the Belt
<br />Line Railroad tracks, and
<br /> WHERF~iS, the Virginia Departmeu~ of Highways has indicated that the City o£
<br />Portsmo~ith could plan on the expen~iiture of mapproximately $40d,000. each year after July l, 1960 £or urban arterial
<br />improvements under the Federal Urban Highway .program, such ~und~ to be provided - 50% by the Federal Government,
<br />25% by the State of Virginia and 25% by the City of Pbrtsmouth.
