March 13, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, March 13, 2001 <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst <br />Sr., City Manager Daniel M. Stuck, City Attorney Timothy Oksman. <br /> <br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on February 27, 2001, and a Regular Meeting on February 27, 2001, <br />and was adopted by unanimous vote. <br /> <br />01 - 83 - Presentations: <br /> <br />Proclamation presented to Roger Brown for "The Fearsome Foursome Day". <br /> <br />Councilman Whitehurst presented a plaque to Mayor Holley on behalf of the USS <br />SAIPAN (LHA-2). <br /> <br />- Public Hearing - <br /> <br />01 - 84 - Joint public hearing with the Portsmouth Redevelopment and Housing <br />Authority to consider proposed Plan Amendments to the 2002 Community Development <br />Action Plan and proposed Amendments: Number 32 to the Crawford Urban Renewal <br />Plan, Number 11 to the Park View Conservation and Redevelopment Plan, Number 4 to <br />the Shea Terrace Conservation and Redevelopment Plan, and Number 2 to the West <br />Park View Conservation and redevelopment Plan. <br /> <br />1. Suzanne Velez, 1712 Ann Street, spoke in support of the redevelopment plan for <br /> West Park View. <br /> <br />2. Robert Cutchins, 215 Idlewood Avenue, President Shea Terrace Civic League, <br /> spoke in support of redevelopment plan for Shea Terrace. <br /> <br />01 - 85 - Public hearing on use permit, rezoning and street applications: <br /> <br />(a) UP-01-03 <br /> <br />PRENTIS PARK/BRIGHTON NEIGHBORHOOD - Request of <br /> <br />Stephen I. Boone & Associates to operate a gas station at 1428 <br />Effingham Street. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on restricting the sale of single <br /> alcohol units at the convenience store. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to <br />recommendation of the Planning Commission that UP-01-03 be <br />reading, and was adopted by unanimous vote. <br /> <br />concur with the <br />approved on first <br /> <br />(b) UP-01-04 <br /> <br />PORT NORFOLK NEIGHBORHOOD - Request of Church of The <br />Lord Jesus Christ to operate a church at 2613 Detroit Street. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Robinett, to waive the rules of order <br />to allow Minister Dingle an additional two minutes to speak, and was adopted by <br />unanimous vote. <br /> <br />1. Minister Roosevelt Dingle, Sr., 2613 Detroit Street, spoke in support of the use <br /> permit. <br /> <br />2. Lewis Thomas, 131 Florida Avenue, spoke in opposition to the use permit. <br /> <br />3. Crystal Dingle, 2613 Detroit, spoke in support of the use permit. <br /> <br />4. John Murray, 416 Maryland Avenue, spoke in opposition to the use permit. <br /> <br /> <br />
