March 13, 2001 <br /> <br />5. Marvin Weaver, 404 Maryland Avenue, spoke in opposition to the use permit. <br /> <br />6. Maxine Evans, 36 Willow Bend Court, spoke in support of the use permit. <br /> <br />7. Barbara Hardy, 209 Dekalb Avenue, spoke in support of the use permit. <br /> <br />8. Madalyn Morris-Grimes, 108 Florida Avenue, Vice President Port Norfolk Civic <br /> League, spoke in opposition to the use permit. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-01-04 be denied on first and final <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />(c)Z-01-03 MAYFLOWER PARK NEIGHBORHOOD - Request of Holy <br /> Communion Lutheran Church, for a rezoning from RS-75 to <br /> OR-75-K at 6224 Portsmouth Boulevard. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that Z-01-03 be approved on first reading, <br />and was adopted by unanimous vote. <br /> <br />(d) S-01-01 <br /> <br />DOWNTOWN NEIGHBORHOOD - Ordinance granting the request <br />of Robert E. Brown for the closure of Cassell Avenue between <br />Confederate Street and Harbor Drive. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING A PORTION OF CASSELL AVENUE <br />FROM CONFEDERATE AVENUE EASTWARDLY TO THE WEST RIGHT OF WAY <br />LINE OF HARBOR DRIVE AND TURNPIKE ROAD." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />01 - 86 - Adoption of an ordinance to appropriate $600,000 from the Capital <br />Improvements Fund for replacement of the existing ferry dock at the North Landing. <br /> <br />This action will provide for the removal and replacement of the existing ferry dock <br />at the North Landing with two new docking sites similar in style to the High Street <br />dock. <br /> <br />Recommendation: <br /> <br />· Approval of an ordinance to appropriate $600,000 from the Capital Improvements <br />Fund for replacement of the existing ferry dock at the North Landing. <br /> <br />Purpose and Need: <br /> <br />· This contract, which is in partnership with Hampton Roads Transit (HRT), will <br />completely remove and replace the existing ferry dock at the North Landing with two <br />new docking sites as shown on the attachment similar in style to the High Street dock. <br /> <br />Financial Impact: <br /> <br />· The contract will be awarded by the City of Portsmouth. The City will pay for the <br />project and then receive reimbursement of 80% of the cost of the work completed from <br />a Federal Transportation grant through HRT. The City's 20% match of $150,000 is <br />being taken from the CIP contingency and has already been appropriated. A <br />breakdown of the project costs is shown on Attachment No. 2. <br /> <br /> <br />
