If yQu de not concu~ in our recent request which was a ten per cent increase fo~
all city employees earning $5000. per ~ear'or less a~d you do agree to give all city. employees a increase, which
we are Ol~Pesed to, it is requested that the increase be in dollars and cents, in other words if you grant one em-
ployee a $250. increase grant it to all so that all employees will get the same amount of increase and by giving
a increase in dollars and cents will not enlsrge the new existing too large of a differential in pay between the
top brsss and the little man.
It is our understanding that a proposal is now under study to give some of the e
ployees that are esrning nine or ten thousand dollars
and in this same proposal the little man will get a little above a two hundred dollar increase, which is not Fair.
Now if you gentlemen, want to be fair and we believe you do than give the incress~
to the little man as we proposed; however, if you ~insist to give all city employees an increase, let ~it be in del
lars mhd cents and not on percemtage basis, whereby all will get the same amount, which will not point in the di -f
rection of favoritism. I t is Turther requested /hat'this letter be placed u~n the records st the next Council
meeting. (Signed) Marion E. Turtle, Business Representative."

"Inasmuch as there has been an increase in the demand for medical attentio~ for stu-
dents i~ o~r system~ we are ~ecommending that an additional physician, preferably a pediatrician, he added to the
Medical S~aff Of our-City Schools. ~e feel 'that the justifi~a~tion of our request is predicated upon the following:
1. The present staff is inadequate to meet the demands now placed upon them.
2. Due to the annexation program greater demands will be m~de, thus making
it impossible to give the proper care to individual needs.
3.,It has long been t~e opinion of the citizens of 'Portsmouth that added facili-
ties and personnel were ~eeded ~o give care to immediate and/or ~ogressive

We ~re recommending that Dr. C.H. Wqoding, Jr.,be apppinted to this position because
he meets our qualifications 'and because o~75is knowledge of a great n~mber of the students, both medic'ally and
otberwise. Dr~ Wooding is a board CertifiedPediatrieian, has pra~ticed in the City of Portsmouth~i~ce' 1953
and enjoys a wide reputation as a practitioner of high quality0 We of the P.T.A. Council feel strongly that
these recommendations be £orthrightly .considered and that every effort be made to grant ourrequest. Many thanks
