<br /> "I have long been a champion of economy in city government and if you will recall,
<br />om of-the planks ~n my piatfo~fi~'~while running for Council advocated'this.
<br /> The City, I feel, would get the most from the taxpayers' dollar by Z'st~ie~ %d-
<br />herence to competitive bids for all city PurChases. This s~and is supported by an article which appeared in the
<br />Ledger Star, August ~, 1960, page 14. ~ne Nansemond County School Board p~t ou~ on a competitive bid, the in -
<br />surance coverage on its bus fleet. The bids submitted by. various ~nsurance agencies ran from a low of $1,514.54
<br />to a high of $2,787.01. Naturally, the b~siness ~as awarded'to the firm making ~the low bid. I would like to
<br />point out that the bid accepted was 46% lo~er than the highest bid.
<br /> This clearly shows that there are different costs for the same type of insurance
<br />coverage. Therefore, it would be a fallacy td sny~ that the City of P~rtsmouth obtains insurance coverage at the
<br />low~st~ possible cost unless it is put ouz on a competitive bid basis. It is my understanding that the insursalce
<br />for cars, trucks, buildings, etc., owned by the City ~s not now on a competitive basis.'Wouldn't-it seem lo~ical
<br />that there could be 'a savings for Portsmouth through this method?

<br /> '~Having just recently become citizens ~f 'the city a~d being ever on the alert
<br />for ways of kmproving our progressive city of Portsmouth, a plan has been formulated by us whicb.'would .be in-
<br />expensive, and at the same time-~ould be a source of enjoyment to visitors at City Park, especially on warm
<br />summer sad fall evenings. Our plan is one for beautifying the old City Park Brid~e. Instead of the unsightly
<br />wooden barricade at both ends of the bridge, why couldn't a few feet of the pavement be removed and 5tees or
<br />shrubs planted there? A stop sign could be posted, and -it would ~certainIy ~loek better than the present arrnn~e-
<br />meat. Benches conId also be placed on the bridge for the many people who go out there evenings to sit and now
<br />
