Redmon, Secretary,
Portsmouth Va. Central Labor Council A F of L-CIO;

"The Portsmouth, Va.~Central Labor Council AFL CIO is interested in the pay raise ~dvo-
cated for the Portsmouth City employees. We understand that $150,000.00 has been appropriated for the purpose,
and if adqpte~ as proposed this would provide and approx~imate five per 'cent across the board increase for all
-employees. We wish to advise that we object strenuously to this plan. We feel that lower paid employees
should be given first priority. Our suggestipn is that a ten per cent increase be given to those persons who are
now receiving lees than $5,0~0.00 ,per year, ~nd that any excess funds appropriated for salary i n crease be given
on a merit basis consideration. . ..........
We understmud that the-lowest paid city employe~ receives an annual salary of
$1,688.00 as compared to $9,R48.00 which is the h~hest~s~lary, -~e wish- to point out ~he fact that the person
receivin~ the low Salary mus~ pay the same for living necessities-a~ the highest~ This man has to pay ,ren~, ~s
to buy food and clashing and pay the same ~tility rates.~These factors are pf the utmost importance to us and
should be considered.
