<br /> In t~is connection, the Clerk ~ead the following letter from ~.L. Redmon, Secretary,
<br />Portsmouth Va. Central Labor Council A F of L-CIO;
<br />
<br /> "The Portsmouth, Va.~Central Labor Council AFL CIO is interested in the pay raise ~dvo-
<br />cated for the Portsmouth City employees. We understand that $150,000.00 has been appropriated for the purpose,
<br />and if adqpte~ as proposed this would provide and approx~imate five per 'cent across the board increase for all
<br />-employees. We wish to advise that we object strenuously to this plan. We feel that lower paid employees
<br />should be given first priority. Our suggestipn is that a ten per cent increase be given to those persons who are
<br />now receiving lees than $5,0~0.00 ,per year, ~nd that any excess funds appropriated for salary i n crease be given
<br />on a merit basis consideration. . ..........
<br /> We understmud that the-lowest paid city employe~ receives an annual salary of
<br />$1,688.00 as compared to $9,R48.00 which is the h~hest~s~lary, -~e wish- to point out ~he fact that the person
<br />receivin~ the low Salary mus~ pay the same for living necessities-a~ the highest~ This man has to pay ,ren~, ~s
<br />to buy food and clashing and pay the same ~tility rates.~These factors are pf the utmost importance to us and
<br />should be considered. Would you be kind enough to grant ns th~ privilege of being heard when this matter comes
<br />before the Council for action. Please advise."

<br />Motion of Mr. Weiseman to suspend the rules to hear from Mr. Redmon was ndQp~ed withoul
<br />
<br />dissenting ~ote.

<br />Mr. Redmon spoke against the ~adoption of the~ordinance.

<br /> Motion of Mr. Breedleve to amend the ordinance by adding a ~ew section to be numbered
<br />12, ~o include the City Manager, City Attorney, Clerk of Hust~ngs~Court, Clerk of Circuit Court, Judge of Hust-

<br /> "We, the undersigned, respect~Mlly request that ~he petition of P B Boyette, to erect a
<br />business establishment at the lower end of Smith Road, be denied, we a~e all hom~ owners and have worked hard to
<br />make our neighborhood an attractive residential ~istric.t, ekes going so far as to ,widen Smith Road at our ex -
<br />penae so that'it would be a state road. A short tSme p~t, ~rn Beye~te attempted to erect some houses across
<br />Smith Road with the backs facing our homes,.and this .w~.de$ied Sy .Norfolk Count~. The tr'ailer court referred to
<br />at the council meeting on July. 26, 1§60, faces Victory Blvd. and is not in any way connected no Smith Road.
<br />Moreover, the residents of that trailer court are in sumpat~y~with Smith R6ad residents. Soma have openly stated
<br />that if a laundry rental servicm plant is erected on. the proposed .site they would move. The camp is a very at-
<br />tractive place and the residents there take.good care of the property.
<br /> The bus garage referred to at the Council meetiug also faces Victory Blvd., hav~ng
<br />access only to Victory B~d., although so~e ~ortio~ does presumab}y lie on Smith Road. At the time the bus
<br />h{~'age was erected there were only~three residents of Smith Road. Apparently, Mr..Boyette has neither any inter-
<br />est in our feelings nor any concern for our desire to have an attractive n~ighborhood in which to raise m our
<br />children. ~e feel that the rezoning of amish Road from Type A Residential to Type I Light Industrial will decrees
<br />ou~ property value and i{crease the danger t0the lives Of our children. Your considered study and favorable ac-
