<br />mouth Chamber of Commerce were read:

<br />"WHEREAS, it is apparent to the Board~Of Directors of the Norfolk Chamber
<br />of Commerce, that lh~ growth of 'Eistern Virginia, and especially the ares
<br />in and surrounding the cities of Norfolk and Port~mouth, has and will, in
<br />the future, produce ever-increasing traffic problems which will require the
<br />development of new and more adequate traffic arteries, suchas'the Second
<br />Elizabeth River Tunnel now being constructed, and
<br /> WHERE~S, the construction of said Second Elizabeth River Tunnel will, in
<br />itself, develgP new traffic~in the area of the Western Branch of said Elizabeth
<br />River to ehe end that, in the opinion of said Board of Directors, a replace -
<br />merit of the 'now old ~d i~adequate bridge across said Western Branch of the
<br />Elizabeth River from Porf Norfolk 'in 'th~ City of Pdrtsmouth to West Norfolk
<br />in Norfolk,County will be urgently needed at, or shortly following, the
<br />opening of'said Second Tunnel facility~
<br /> NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Norfolk
<br />Chemher of Commerce heartily com~nds the action ~taken by the governing
<br />bodies of the City of Norfolk, the City of Portsmouth and Norfolk County
<br />requesting the Virginia Department of Highways to proceed promptly with the
<br />surveying and planning for tke donstruction of an improved modern bridge on
<br />State Highway Route No. 654, at or near the mouth of the Western Branch of the
<br />Elizabeth River, to the end that the ever-increasing vehicular traffic in this
<br />area be properly served with the resulting beneficial development and economic
<br />wellbeing of the whole community and its environs,
<br /> BE IT FURTHER RESOLVED, that a copy of this resolution be transmitted to the
<br />State HighwayCommission, the Elizabeth River Tunnel Commission, the Board of
<br />Supervisors of the County of Norfolk, and the City Councils o~the City of
<br />Norfolk and the City of Portsmouth, respectively."

<br />Portsmouth, has, and will, in the future, produce ever increasing traffic

<br /> WHEREAS, the construction of a second Eli~abeth'River Tunnel will in itself
<br />develop new traffic ~n the area of the Western Branch of the Elizabeth River to
<br />the end that in the opinion of said Chamber or'Commerce, a replacement of the
<br />now old and inadequate bridge across said Elizabeth River fromPort Norfolk to
<br />West Norfolk will be urgently needed within the nex~ five years;
<br /> lt~W, THEREFORE, BE IT RESOLVED, thatlthe Board of Directors of the Portsmouth
<br />Chamber of Commerce heartily commends the actien taken by the governing bodies
<br />of the City of Portsmouth, the City of Norfolk and NOrfolk County requesting the
