<br />"WHEREAS, the application of William E. Ke.r~nedy to vacate, close and discontinue
<br />that portion of Gilm~rton Boulevard which lies north of the northern linc of
<br />Alton Parkway to the southern line of Paradise Creek, has been referred to the
<br />Planning and Zoning Cqmml~sion for investigation,and.report, and said Commission
<br />has recommended the closing of the said portion of Gilmerton Boulevard, and it
<br />appearing that notice of the application and request for the appsintment of
<br />viewers was duly posted at the front door of the Court House on the first day of
<br />the December Term of the Court of Hustings for the City of Portsmouth, and on the
<br />VEPCO pole at the northwestern intersection of Gilmerton Blvd. and Alton Parkway
<br />and on the VEPCO pole on the western side of the Victory Blvd. right of way fifty
<br />(50) feet south of the entrance to Monahan's Furniture Store, at least five days
<br />prior ~o this meeting;

<br />

<br />View area of Portsmouth and generally to the overall welfare and Lmprovement of~:;the City of Portsmouth, was

<br />"WHEREAS, the Park View area of the City of Portsmouth, ~through the efforts of
<br />its citizens and the Park View Area Improvement League is endeavoring to stim-
<br />ulate the maintenance and improvement of the Park View neighborhood as a clean,
<br />pleasant and wholesome residential neighborhood thrOugh every proper action and
<br /> WHEREAS, the City of Portsmouth, Virginia, and the United States Government
<br />have jointly entered into a planned urban renewal redevelopment of that section
<br />of Portsmouth kno n as Lxncolnsv~lle for the express p~ose of el~m~nat~ug a
<br />blighted slum area from the heart of the City and red~el0ping the land for
<br />residential- commercial purposes and
<br />WHEREAS, the City of Portsmouth has the responsibility for ensuring that the
<br />Lincolnsville Renewal ~ject is brought to a full and successful fruition which
<br />can only he accomplished if adjacent sections of the-area under renewal remain
<br />stable.
<br />NOW, THEREFORE, BE IT RES~VED, ~that the City of Portsmouth is urged by the Park
<br />View Area Improvement LeagU~; to vigorously pursue, as a part of its overall planning
<br /> program, a study of the long-range needs of the Park View neighborhood*".

<br /> Mr. Eastes spoke in regard to the resolution, stating that the primary aim of the Associ-
<br />ation at this time is to show that they are interested in the improvement of the Park View section and the whole
<br />City and to solicit the aid of the Council.
<br />
<br />Mr. Eastes was commended for bringing the matter to the attention of the Council.
<br />
<br /> Motion of Mr. Breedlove that the resolution be received and acknowledged with apprecia-
<br />tion, and referred to the Plaguing commission for their consideration in the over-all study of planning for the
<br />entire city, was adopted, without dissenting vote.

<br /> 61-6 - The following communication from the Public Relations Department, Independent
<br />Grays, Co. H 6th Va. Regt, CS~., signed by Richard D Dodd, was read:
<br />
<br /> "With the Centennial of the War Between the States starting in January of 1961, the good
<br />people of Portsmouth should not be left out; as this City played a large part in the war although it was occupie(
<br />most of the time. There is much that can be done to enlighten the people to that glorious part their fathers
<br />and grandfathers contributed to the Confederacy, and to all the people now living~ in Portsmouth from both the
<br /> No~th and the South of their proud American heritage. This war, terrible as it was, did more to strengthen thi~
<br /> country to the powerful nation that it now is than any other event in history.
<br /> With your kind permission, the Independent Grasp will take it upon themselves to bring
<br />to the people of Portsmouth historical drama~ outdoor singing, parades~ salutes and any other event of histori-
<br />cal importance that may come to our minds, We are twenty strong with Cannon, fire arms and uniforms of the War
<br />Between the States period. The Centennial isn't ~maI1 by any means, as the President of the United States and
<br />the Governors of all the states endorse it highly.
