<br /> On motion of Mr. Breedlove, an appropriation of $560,000.00 for said purpose was made,
<br />and by the following vote:

<br /> 60-380 - The following ordinance, approved on first reading at last meeting, was taken up

<br /> INDUSTRIAL FOU~[DATION PARK AT ALEXANDER PARK"

<br />NEW BUSINESS
<br />
<br /> 61-14 - The following communication from West Side Civic League was read:
<br />
<br /> %'It is requested that the City Council look ihto the possibility of eliminating a very un-
<br />fair cost to the individual propsrty owner who finds it necessary to conhect to the city water supply where the
<br />water main runs down the opposite side of the street from his property.
<br /> The Water Department is one o£-the four revenue producing utilities in i~rtsmouth, and
<br />the only one of the four that requires property owners to bear the cost of installing and maintaining service on
<br />City property.
<br /> The City no~ only requires the owner ~o repamr and maintain ~ater lines, but also requires
<br />the owner to bear .the~cost o£ repairing city streets where it is~ necessary to open the street to repair or in -
<br />stall ~ wa~er pipe crossing the s~reet. The City of Portsmouth now exceeds li4,000 in population and it is
<br />felt by this League that the City should assume this responsibility which is r~ghtfully theirs.

<br /> 61-15 - The following communication from the Commissioner of Revenue was read:
<br />
<br /> "Please be advised tha~ Lee Fleet Management, Inc. has been assessed for tangible personal
<br />property for the year 1960 valued for $4,850.00 with taxes amounting to $133.38. O~r investigation reveals that$
<br />the correct assessment should have been $2,500.00 with taxes amounting to $68.75, representing an over-assessmen~
<br />in taxes amounting to $64.63. The over-assessment was on a.1960 Oldsmobile, which was not owned as of January
<br />1, 1~60. The taxpayer has paid the full amount of tax bill as evidenced by the inclosed photostate copy of thei~
<br />cancelled check No. 157. As this is definitely an over-payment of $64.63, we sincerely request that a refund
<br />in this amount be made to the taxpayer."

<br /> On motion of Mr. Weiseman, said refund was approved on first reading, without dissenting
<br />vote.
<br /> 61-16 - The followin~ communication from the C ommissioner of Revenue was read:
<br />
<br /> "Please be advised that John ~ Shuler has been doubly assessed for tangible personal
<br />property for the year of 1960. The assessment in the name of John W. Shuler is the correct assessment for per-
<br />sonal property valued for $1,230.00 with taxes amounting to $33.83. He WaS also assessed in the name of
<br />John W. Schuler, the valuation of $350.00 with taxes amounting to $9,63. The taxpayer has paid both tax bills,
<br />which is an over paymen~ of $9.63~ plus penalty and inter®st of $.53 as evidenced by the inclosed receipt
<br />No. 20885. We sincerely request that a refund in the amount of $1,0.16 b~ mnde to the Eaxpayer."

<br /> On motion ~f Mr. Breedlove, said refund was approved on first reading, without dissent-
<br />ing vote.
