29O <br /> <br />Janua~13.1998 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, January 13, <br />1998, there were present: <br /> <br /> Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., Cameron C. Pitts, James T. Martin, P. Ward Robinett, Jr., J. <br />Thomas Benn III, City Manager Ronald W. Massie, City Attorney G. Timothy <br />Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to approve the <br />minutes of a Called Meeting on December 9, 1997; a Regular Meeting on <br />December 9, 1997, and a Called Meeting on December 31, 1997 were <br />approved and adopted by unanimous vote. <br /> <br />98-03 - Presentations: <br /> <br />· Proclamation presented to Undersheriff Colonel Paul Norris for <br /> "Portsmouth Sheriff's Department Appreciation Day." <br /> <br />· Presentation of special lapel pins to newly appointed Boards and <br /> Commissions members. <br /> <br />· PUBLIC HEARING - <br /> <br />98-05 Public hearing on rezoning and use permit applications: <br /> <br />(a) Z-97-16 <br /> <br />SOUTHSIDE NEIGHBORHOOD Request of the City of <br />Portsmouth for a rezoning from Commercial C-1 to Commerce <br />Park CP of property located at the northwest corner of <br />PortCentre Parkway and Lincoln Street. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to concur with <br />the recommendation of the Planning Commission that Z-97-16 be approved <br />on first reading, and was adopted by a unanimous vote. <br /> <br />(b} UP-97-24 DOWNTOWN NEIGHBORHOOD - Request of Norman Malbon to <br /> operate an art and antique store at 233 High Street. <br /> <br />Madalyn Morris-Grimes, 108 Florida Avenue, spoke in support of the <br />use permit. <br /> <br />2. Amy Wenzel, 3302 Lilac Drive, spoke in support of the use permit. <br /> <br />3. Norman Maibon, 730 High Street, spoke in support of the use permit. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that UP-97-24 be approved <br />on first reading, and was adopted by a unanimous vote. <br /> <br />97-275 - Code Amendment: <br /> <br />(c) CA-97-07CITYWIDE Request of the City of Portsmouth to change <br /> Section 40-43.1 Use Table pertaining to drinking places and to <br /> add definitions to Section 40-22, Specific Definitions. Deferred <br /> from the October 14, 1997 Council Meeting. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that CA-97-07 be approved <br />on first reading, and was adopted by a unanimous vote. <br /> <br /> <br />
