<br />Portsmouth C i.ty ~mployees Local Union ~o. 733, was read:

<br /> "It is requested that I be placed on-the agenda for th~ 28th of March meeting for
<br />the purpose of discussing a wage increase of 15 cra. per hour, for all cit~ employees earning $5,000.00 per
<br />year or less. I hope.you will agree with ~e t~at it is indefensible for the City ~o pay such a substandard wage.
<br />for thes~ employees. The members of your body all enjoy a high standard of 1.iving. You have been through
<br />thrift, and frugality and coupled with you~ business etc. acume have b~en able ~o accumulate the niceties of
<br />gracious living. I am sure you do not wane to deny a group of your fellow citizens some of the bgnefits our
<br />wonderful society can ~ford them."

<br /> "As residents of So~t~ Portsmouth, we too, have long been concerned with general condi-
<br />tions of properties, streets and lighting in the area commonly referred ~o as Brighton~ Since 1958, when the ru-
<br />mor persisted that some ~ype of redevelopment was forthcoming in this a~ea, various improvements have been a~ -
<br />~empted. In conjunction with this the South Portsmouth Improvement League,, functioning in 'the general area of
<br />Brighton, recently se~ up a Study Committee which covered the area bounded by Gosport Road on the North, Pine
<br />Street on ~he East, George Washing$on Highway on the South, and FrederickCollege of West. The S~udy Committee
<br />report revealed:
<br /> 1. Blight
<br /> 2. Non-conformity ~o Zoning Cod~. .
<br /> 3. Unoccupied homes compffgtely deterio~ate,d.
<br /> 4. Vacant lots generallylittered and overgrown, which,definitely does not conform
<br /> with thecity ordinance requiring twice yearly that they be cleared.
<br /> 5. Inadequate stree~ lighting. Ipmany Lustanc~s no carving or g~ttering; open
<br /> ditches which at times overflow do to poor drainage.
<br /> We realize that our area isn't the only one plague with these problems, but since the
<br />Council has shown interest in areas of possible blight, we call Brighton to your nttention. We feel thnt s more
<br />authoritative study should be made of the area, building code, zoning and sanitation laws enforced and racom -
<br />mendatio~ and assistance givenin improving the community. We strongly urge your co-operation and request your
<br />immediate attention to this matter."
