<br />Mr, Walker read the following statement:

<br /> "Last meeting, when we considered this scheme on its first reading, the chamber was
<br />crowded. The high and the low, the rldh and the poor and both races were well represented. Yet, with a few
<br />exceptions, each one had'the'same reason for being present - the individual desire to insure some material gain
<br />or to insure against some material loss to his or her property. It was plain, by their wor~s and actions, that
<br />the crowd was not COnCe~sa~with the right or wrong of what was b~ing considered.
<br /> · The saddest par~, and the most damaging to the inte~rity of local government, of
<br />this episode has been the shameless ~anner in which the fi~e initiative and spirit of the original Organizers of
<br />the ParkView Improvement League, exerczsing their own responsibility to their neighborhood, ha~e been used to
<br />generate another Urban Renewal Projec~ e~en before the ashesof Lincolnsville are cold. If any doubt existed as
<br />to the intent of this schem~ the use of the n~me 'Park View' as a cover title-should dispel it~ Today ms we act
<br />to start anotker chain of event~ which will lead to another round of seizures o{ land an~i property, not for
<br />public'use, but-openly for material gain by both government and that fringe of parasites which feed upon it; to
<br />another fdund of heartbreaks rorer hose old, those retired, and those unable To mount an effective defense of
<br />their rights; to another round of speculation and investment Of public funds soreSy r£eeded for public service
<br />and facilities which is th8 ~rime ~esponsibility of an American governmenT; an~ eveatually, as certain as night
<br />follows day, to another Ghetto of Federal slave ~lers to house the displaced persons; we must stop momen-
<br />tarily and bare cdt ~ouls to God's scrutiny, so that ~he~ the Great Accounting comes, to each of us our accounts
<br />will be clear. We who profess to know God a~d keep His Command~nents, know that H~ looks with disfavor on those
<br />who place the god of Mammon abo~e Him, and that those who cove~ their neighbor~' property are equally in danger
<br />of judgment as those who kill or steal. We who profess to be Americans, who tmve sworn To uphold the Constitu-
<br />tion, k~ow without question, that the safety of our nation nnd future of our coming .generations depends on the
<br />sanctity of those guaranteed rights; know that regardless of any interim decision of the court, our Constitu-
<br />tional rights can not be disregarded, either by legal circumvention or by tacit consen~ of a people mesmerized
<br />by the pursuit of material gain, without permanen~ damage.

<br />can only be provided by increasing the natiQnal debt already beyond the ability of the fourth generation to repa]
