<br />61-131 - The following communication from West Side Civic League was read:

<br /> "Your letter of April 28, 1961 was received, which partly answered the inclosed cop
<br />of a letter to you, dated April 2Q, 1961. Your answer to the first question zs satisfactory, but the second
<br />question was not fully answered, as Mr, Wallace could be connected with other than Portsmouth renlty firms deli
<br />business in the City of Portsmouth. Again we ask the question: Is Mr. Wallace in any Kay connected with a
<br />realty company doing business in the City of Portsmouth? Signed Louis H Keller, Corresponding Secretary."

<br />61-132 - The following communication from the West Side Civic League was read:
<br />
<br /> "On November 14, 1960 this League voted to oppose any tax or fee for the collection
<br />of garbage, when it was first suggested by City Manager Johnson, as a means to false funds to build an inczner-
<br />aror. At the May 1, 1961 meeting of this League the mos5 recent proposal by City Manager Johnson was discussed
<br />inlwhich he recommended to City Council tha~ a fee of $1,50 per month for garbage collections for residential
<br />property and a minimum of $5.00 per month for commercial establishments, as a means 5o raise additional revenue.
<br /> This League is opposed to any additional tam or fee of any kind, as we are of the
<br />opinzon that the City can operase with the present intake of the monies from the citizens. Let us not forget
<br />the City stated it was financially able ~o take in the additional territory annexed January 1960, We, in the
<br />1948 annexed area have no~ forgos~en of being told of the advantages of being in the City. Prior to annexation
<br />we received two garbage collections per week st no extra cost. After being annexed the City did provide three
<br />garbage collections per week for a very short time. On a proposal by City Manager Vass one of these collections
<br />was eliminated in order 5o save the City $30,000.00 per year. (This figure is from memory.) Now, in 1961 and
<br />after another annexa ~tok the presen5 City Manager is proposing re charge extra for a service that was provided
<br />by the County at no exsra cost.
<br /> The City of Newport News no~ only provides two garbage collections per week at no
<br />extra charge~ but it does not require the citizens zo place his own garbage on the street. The garbage is col -
<br />lected from the back yards and placed in a large container and carried to the trucks by the City garbage collec~
<br />ors, hence no bent garbage cans; which means a savzug 5o the citizens as they are not continually having to pur-
