May 9th, 1961 <br /> <br />juveniles and adults a~ the City Jail. At the May 1, 1961 meeting this League voted to support the Parent-Teach- <br />ers Association in their efforts to ge~ City Council to establish separate facilities for juvenile law offenders.! <br /> At the present time the City Council is boncerned about the budget for the lis-! <br />col year 1961-62, but let's think of the future as well as the present. It appears the future cost will be great-f <br />er if Portsmouth does not join in this project, with its nearest neighbors. We are of the opinion that Council l <br />can and should join with the counties that are~adjoining Portsmouth, which over the years will be more economical <br />for the City in transportation to and from the juvenile homo. It will make it more convenient and less costly to~ <br />the parents and ehurch leaders to visit the juvenile home at Great Bridge, than one au a greater distance. <br /> tt is-the hope-of this League that City Council will refer this matter to the <br />City Manager at the May Sth Council meeting for investigation, with instructions to report back at the earliest <br />parctical time. The City Manager can obtain much of the information required for his report from the P.ToA., <br />ss they have collected some very valuable data on this subject. <br /> It is urgent that Council act before it is roe late to join with our neighbor- <br />ing counties, not only from the financial standpoint, but shotld think of the welfare el the juveniles by provid- <br />ing a proper home for them. The City Jail is no place for a juvenile, where they come in contact with adult <br />przsoners. The sooner Portsmouth provides a proper place for these children the sooner they can be rehabilitated, <br />returned to society as law abiding citizens, perhaps never again to run afoul of the law. We t <br />hope that we were successful in reminding a great many citizens that voting is not a privilege but a duty." <br /> <br />Motion of Mr. Breedlove to receive as information was adopted, without dis - <br /> <br />senting vome, <br /> <br />61-135 - The following communication, addressed to the Mayor, was read: <br /> <br /> "I have just learned that your City Council has adopted a resolution endors- <br />ing our proposed merger of the Nickel Plate and lease~0f the Wabash Railroad. We greatly appreciate this friend- <br />ly action, and I am sure that if our proposed plan is approved by the Interstate Commerce Commission, it will <br />prove highly beneficial to your .area.
