<br /> 61-128 - "Although newspaper accounts indicated that the Hampton Roads Sanita-
<br />tion District Commission had accepted our offer to purchase their sewer mains within the 1960 annexation area, we
<br />have now been inf rmed ~hat the Commission will not sell ~the'City the'subject facilities.
<br /> The existence of these mains in Cradock, the proposed Construction of
<br />sewer mains to serve the Brentwood area of Norfolk County, the proposed creatio~ of Sanitary District No.
<br />Norfolk County and the increased costs of sewage treatment in recent years requires consideration of a number of~
<br />questions. ~fter consultation with the City Attorney, I recommend that the following steps be taken to pro~ect
<br />the City's interests'in the~e matters.
<br /> · -~ First of all, the suit now pending in the Court of Hustings should be
<br />pressed to secure an early determination of the status of the District's facilities in the Cradock area. We
<br />should do whatev6r is possible to reduce the 'cost of :sewage treatment for these
<br /> -' ' Secondly, the District has requested bids for work in connection with
<br />the BrenEwoo~ ~ewer project. T~i~ proposed work will include s force mamn along George Washington Highway in
<br />the City. The law prdvide~ that~this force m~in be installed and owned by the City and that the District reim-
<br />burse the City for its cost. The District should be required to conform zo the law, or injunctive action should
<br />be taken to prevent their constructing this main.
<br /> An additibnal requirement of law is that the District reimburse the
<br /> City for increasing treatmen~ p~ant capacity ~o serve the Brentwood area and the proposed Sanitary District No.2
