<br />At a regular meeting of the City Council,
<br /> held on May. 9th,. 1961, there were present::

<br />R. Irvine Smith, Jack P. Barnes, W. R. Breedlove, W. To Leary,R.B, Seward,
<br />George g. Walker, H, E. Weiseman,~ A.P. Johnson,Jr., City Manager, and
<br />J. ~. Livesay, Gr., City Attorney.

<br /> The Chair acknowledged the History and Government Class of Mrs. Lucille Clarke,
<br />from Harry Hunt, Jr. High School.
<br />
<br /> 61-118 - The following resolution was read:
<br />
<br /> "WHEREAS, the resignations of ~. Paul Murphy and R. Steven Gibbs from
<br /> the Civil Service Commission of the City of Portsmouth have been accepted with
<br /> regret by the Judge of the Court of Hustings; and
<br />WHEREAS, the said J. Paul Murphy and R. Steven Gibbs for many years
<br />-have served long and well in these important positions without compensation, and
<br />thus have evidenced a high degree of civic responsibility in such service.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Ports-
<br />mouth, Virginia, that the appreciation of the citizens of this City for the long
<br />and valuable services rendered by J. Paul Murphy and R. Steven Gibbs to this City
<br />and its civil service employees be expressed and conveyed to the said J.Paul Murphy
<br />and R.' eteven Gibbs.
<br /> BE IT FURTHER RESOLVED, that a copy of these resolutions be spread upon
<br /> the minutes of the City ~ouncil, and copies be presented to the said J. Paul Murphy
<br /> and H. Steven Gibbs as a token of the esteem in which they are held by the people
<br /> of the City."
<br />
<br />On motion of Mr. We~seman,, the resolution was adopted, without dissenting vote.
<br />The following r~ports fre~ the City Manager were read:
<br />
<br /> 61-119 - "I submit the attached agreement between the Norfolk and Portsmouth Belt
<br />Line Railroad Company and the City of Portsmouth. Thig covers the installation of a drainage line undernesth the
<br />Zracks of the Belt Line at Frederick Boulevard and Deep Creek Boulevard. This drainage line is part of our cur -
<br />rent drainage program. I recommend that the proper city officials be authorized to sign this agreement.'~
<br />
<br /> Motion of Mr. Weiseman to concur ~n the recommendation of the City Manager and
<br />that the proper city officials be authorized to sign the agreement, was adopted, without dissenting vote.
<br />
<br /> Bi-i~0 - "I submit the attached Mutual Aid Fire Fighting Agreement between the
<br />Norfolk Naval Shipyard and the City of Portsmouth.
<br /> Thisag~eement is to take the place of the curren~ one now in effect.
<br />It Bas two, changes in it, o~ covering New Gosport~ ~nd the other change is the waiver for damage or injury. The
<br />Naval Shipyard is requesting all political subdivisions to sign this new agreement and they have done so. This has
<br />also been approved by tDe C~'ty Attorney.
<br /> I recommend that the proper city officials he authorized to ~ign this
<br />agreement."
<br />
<br /> Motion of Mr. Breedlove to concur in the recommendation of the City Msnager and
<br />that the proper cit~ officials be authorized to sign the agreement, .was adopted, without dissenting vote.
<br />
<br /> 61-121 - "I submit the attac~ed agreement between the United States Navy and the
<br />City of Portsmouth for the loan of the Naval Shipyard Museum. I recommend that the pToper city officials be
<br />authorized to sign this agreement."
<br />
<br /> Motion of Mr. Seward to.concur in the recommer~c~t~on of theCity Manager and that
<br />the proper city officials be authorized to sign the agreement,,was adopted, without dissenting vote.
<br />
<br /> 61-122 "It is necessary to elect a Board of Directors for the Portsmouth Mu-
<br />The Charter ~or.this organization provide's that~the Directors will be elected in the follow-
<br />
<br />4 for a three ~emr~term
<br />4 for a two year term
<br />3 for a one year term
<br />
<br /> I recommend that these Directors be elected a~ this time."
<br />
<br /> Motion of Mr. Weiseman ~o go into the election of a Board of Directors for the
<br />Portsmouth Museum, Inc. was adopted.
<br />
