<br />On motion of Mr. Barnes, the following resolution was adopted, without dissenting

<br /> "WHEREAS, the recent observance of Armed Forces Week in this
<br />City ~as a noteable success, and our citizens are appreciative of the
<br />efforts made to bolster our relations with the components of our armed
<br />forces in ~his~nrea;. and
<br /> WHEREAS, mar~y._local..nrganizations and units of the a~me~-forces
<br />pnrticipated in .~ these observances, under the auspices and direction of
<br />the A~med Forces Committee ef the Chamber of Commerce
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia, that the appreciation of the citizens of this
<br />City £or the various events and affairs~ in observance of Armed Forces
<br />Week, 1961, be hereby expressed and conveyed to the Chairman and each
<br />member of t~e Armed Forces Committee o£ the Chamber of Commerce and
<br />each organization which participated in said observance.
<br /> BE IT FURTHER RESOLVED that a copy of these resolutions be
<br />spread upon the minutes of the City Council and a copy there~£ be for -
<br />warded ~o the Chairman of the Armed Forces Committee o£ the Chamber of
<br />Commerce."

<br />5:00 A.M. AND TO PROVIDE PENALTIES FOR VIOLATION OF SAME"

<br />Civic Forum, was read and, on motion of Mr. W~lker, referred ro the next Planning Conference:

<br /> "The Central Civic Forum in its last regular meeting unanimously voted approval of
<br />the following ~:recommendstion:
<br /> 'Whereas there exisEs a vacancy on the City Planning Commission and Whereas
<br /> Dr. Hugo A Owens, by virtue of his training, experience and abiding interest in
<br /> the growth and developmen~ of our City i eminently qualified ~o serve as a
<br /> City Planning Commissioner
<br /> Be it Resolved that the Central Ci ic Forum recommend Dr.' Hugo A Owens ~o

<br /> the City Council for appointment as a meaber of the Portsmouth City Planning
<br /> Commission.'
