This res- <br />olution is s declaration of intent by the City Council, setting forth its willingness to co-operate in the con - <br />structlon of a new Armory for the City of Portsmouth. This resolution stipulates what would be expected of the <br />City if and when the State agrees to the construction of a new Armory in the City." <br /> <br /> "WHEREAS, the National Guard Armory now situate in the City of <br /> Portsmouth is obsolete and the facilities inadequate to meet the needs <br /> of the City and National Guard Units assigned thereto; and <br /> WHEREAS, it is the consensus of the Council of the City of Portsmouth <br /> that a new Armory is necessary to meet the needs of the citizens of <br /> Portsmouth and our National Guard Units, and to that end s declaration <br /> of intent should be adopted setting fort~ our willingness to cooperate <br /> in effectuating the construction of a ~ew Armory. <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Ports- <br /> mouth does hereby declare its intent to cooperate in the construction of <br /> a new Armory for the City of Portsmouth, should funds be made available <br /> in the budget of the Commonwealth of Virginia for the 1962-64 Biennium, <br /> and to that end would: <br /> Contribute $25,000.00 toward the cost of construction. <br /> 2. Maintain the Armory upon completion, furnishing utilities, janitor <br /> service, etc. <br /> 3. Furnish a suitable and acceptable site of approximately ten (10) <br /> acres and deed same to the Commonwealth of Virginia. <br /> 4. Furnish ~11 plats, m~ps, etc.,' of the area designated ss the armory <br /> site in cooperation witk the architect, who will be designated by <br /> the Department of Military Affairs of the Commonwealth of Virginia. <br /> 5. Will pay the cost of providing such utility lines as are needed in <br /> excess Of 200 linear feet from the building site, and also pay ~5 <br /> ~er cent of the coss of the first 200 linear feet of such utility <br /> lines. <br /> 6. Will participase in the cost of construction of access roads, <br /> sidewalks, flag pole, shelving, tabinets and site preparation. <br /> 7. Enter into an agreement with the Commonwealth of Virginia as ~o <br /> occupancy of the armory, furnishing necessary insurance to save~ <br /> harmless the Commonwealth of Virginia, etc. <br /> AND, BE IT FURTHER RESOLVED,. that copies of this resolution be forwarded <br /> to the Governor of Virginia, the Departmens of Mill%sty Affairs of the Common- <br /> wealth of Virgznia, the Director of the Budget for the Commonwealth of Virginia <br /> and the ~overnor's Commission on State Capital Outlay and Means of Finance." <br /> <br />persons. <br /> <br />motion of Mr. Breedlove, the rules were suspended so hear from interested <br />Sand~e spoke:and presented the following letter: <br /> <br /> "At the recens conference which Mr. Wil~d J. Moody and I had with the members <br />of the City Council pertaining to a new armory for the City of Portsmouth, it was our understanding that this <br />~atter would be brought before the City Council in regular meeting Tuesday, June 13, 19~l. Mr. ~oody and I <br />have been interested in a proposed new armory for Portsmouth for the past two years, and we would appreciate the <br />opportunity to appesr before Council at your June 13th meeting to give_~ou such information as we have on this <br />subject. Signed - Donald H. Sandie." <br /> <br />On motion of Mr. Barnes, the resolution was adopted, without dissenting vote. <br /> <br /> 61-156 - "On May 31st, 1961, the Seaboard Air Line Railroad Company gave the City <br />approximately 2.9 acres of'land lying,a mediately east of the Municipal Building. Our acceptande of the. property <br />was with the agreement that the Railroad Company would be relieved of taxes which would accrue against'the pro - <br />persy from and after June 1st, 1961. We were advised by the State Corporation Commission that the property do - <br />mted to the City was assessed by the Corporation'Commission in the amouht of $42,100,00; therefore, the amount <br />of taxes to be relieved is $613.97. <br /> I recommend that the 1961 Real Estate Taxes of the Seaboard Air Line <br />Rsilroad'Cbmpany be relieved in the amount of S613.97, this amount to be d~ducted from the Railroad's final pay- <br />ment of the 1961 taxes." <br /> <br /> Motion of Mr. B~eedlove to concur in th~ recommendation of the City Manager, was <br />adopted, without dissenting vote. <br /> <br /> 61-157 - "I submit the attached resolution and recommend its adoption. It com - <br />mends the ~rmed Forces Committee of the ~hamber of Commerce and units of the Armed Forces which participated in <br />the Armed Forces Week celebration." <br /> <br /> <br />
