<br />FILLS, AND PROVIDING BILLING AND CeLLECTION PROCEDURES AND IMPOSING AN ADDITIONAL
<br />CHARGE FOR LATE PAYMENT"

<br />PLAN FOR EMPLOYEES OF THE CITY"

<br /> Mr. Walker made the following statement:

<br /> "Here agazn we have an employee classification and compensation plan before us with-
<br />out a classification Schedule. Here again we are re-enacting a completely new ordinance (one of several during my
<br />term of office) rather than amending it bY providing s new compensation schedule effective July l, 1961. If this
<br />same system is used on all other similar ordinances, our new bode, when we get it, will be out of date in one montM
<br />Here again the new ordinance states in Section 1 "- all employees shall be classified according to the' kind and
<br />type of work performed by them", but a job classification is conspicuous by' its absence.
<br /> Here agazn we have placed before us an instrument which refuses to recognize the
<br />diviszons and checks and balances'of our for~ of government, an instrument which ignores the prime necessity of
<br />good equitable goverumen~ - the sepa}ation between the power to establish a position and the power ~o fill it.
<br />This ordinance ~roviSes act fhe flimsiest outline of a job requirement for any position, yet it is the responsi-
<br />bility of this body to establish such requirements. This ordinance, without s classification schedule is null and
<br />void and serves only as an instrument to provide the executive with both the power to Make a position and the powe
<br />to fill it. Our representative form of government ~s doomed to atrophy and blow away zf the representatives of
<br />the people do not jealously guard its rigtmts and responsibilities~and stop the power of government from being
<br />usdrped by the executive."

<br /> which is a part of this ordinaece, and their compensation shall be fixed ac -
<br /> cording to such classification.
<br /> Section 2. Rates of Compensation..
<br /> The basic salary or compensation of ~nch employee, until otherwise changed
<br /> by ordinance, shall be according To the Basic Psi Schedule, hereinafter
<br /> set forth and designated as Schedule B, and which is a part of this ordinance.'~
