<br />during the discussion of the fiscal budget for the year 1961-62, then before Council on its first reading, cer-
<br />tain charges were made a matter of record. The transcript of the record of the abovesaid meeting have been com-
<br />pared with the original draft used and has been found to be correct. Therefore, I refer you to Item 61-148 of
<br />the Record of Council for the language of the charges.
<br /> In essence, it was charged that the residue from the tunnel funds, in the amoun~
<br />of $568,684.88, was improperly and illegally appropriated to the General Fund accounz of the fiscal year 1959-60
<br />and used ~o cover and wipe out a potential deficit in that account of $427,583.03.
<br /> It is requested that a wri%ten opinio~ be presented ~o ~ouncil concerning the
<br />validity of the above uoted charges."
