<br />61-191 - The following letter from W. R. Thomas, 632 Park Avenue, was read:
<br />
<br /> "! note by the papers that the Planning Commission has recommended that Park
<br />Avenue's name be changed.
<br /> I also note that the names of the various streets, that caused confusion
<br />have also been recommended to be changed.
<br /> If seniority carries any weight in a case of this kind, Park Avenue should
<br />have the right of way and remain as is. In view of the fact that the City gains nothing by this change and
<br />that it entails a large amount of paper work on the part of the residents thereon, it is earnestly requested
<br />that consideration be given to eliminating this change."
<br />
<br /> Motion of Mr. Breedlove no refer no the conferer~ce of the Council on street renaming
<br />was adopted, without dissenting vote.
<br />
<br />61-192 - The following communication from the Chamber of Commerce was read:
<br />
<br /> "The Board of Directors of the Portsmouth Chamber of Commerce, in a session
<br />Thursday, June 22, passed the following resolution for your consideration:
<br />
<br /> 'That City Council be requested to initiate steps leading
<br /> to an Urban Renewal Program in the area bound on the north
<br /> by London Street, on the east by the River, on the south
<br /> by South Street and on the west by Washington Street.'
<br />
<br /> This resolution was initiated by the Chamber's Urban Development Committee
<br />in a study they conducted in the areas around the WAVY TV properties, purchased recently by Gannett interest, an9
<br />the new Federal Bhilding. It was felt that these two economics stimulators to our business district, along with
<br />the Municipal Building were vital anchor establishments giving cause to a much needed Urban Renewal program."
<br />
<br />Motion of Mr. Walker to receive for information was adopted, without dissenting vone.
<br />
<br />Motion of Mr. Leafy no reconsider the vote was adopted and by the following vote:
<br />
<br />Ayes: Smith, Barnes, Breedlove, Leery, Seward, Weisaman
<br />Nays: Walker
<br />
<br /> Motion of Mr. Weiseman that the matter be referred to a conference of Council.
<br />
<br /> Motion of Mr. Barnes to amend by adding to the motion 'and be referred to the Planning
<br />Commission for study and report'
<br />
<br /> The-amendment was accepted by the proponent of the motion.
<br />
<br />Vote being taken, the amended motion was adopted and by the following vote:
<br />
<br />Ayes: Smith, Barnes, Breedlove, Leery, Seward, Weiseman
<br />Nays: Walker
<br />
<br />61-193 - The following communication from the Chamber of Commerce was read:
<br />
<br /> "The Board of Directors of the Portsmouth Chamber of Commerce, in a session
<br />Thursday, June 22, passed a resolution endorsing in principal the street renaming program as recommended by
<br />the Planning Commission of the City of Portsmouth.
<br /> It was felt that by bringing our street naming and nmnbering out of the
<br />condition it is now in, is not only for the safety and general welfare of our citizens,-bnt will be a tremendous
<br />asset to our business firms in deliveries, professional calls, etc."
<br />
<br />On motion of Mr. Seward, referred Eo a conference on street renaming.
<br />
<br /> 61-194 - Reports from the Auditor of Public Accounts, Commonwealth of Virginia, on the
<br />offices of the Clerk of Hustings Court and Clerk of Circuit Court were presented and on motion of Mr. Breedlove,
<br />received as information.
<br />
<br />61-195 - The following communication from Robert Lee Rheindt was read:
<br />
<br /> "Please take under advisement this letter in regards to Item #47 in City
<br />Planning Commission's folder.
<br /> I have talked with my neighbors, and we all agree the proper name for this
<br />court should be "Rivercrest Court" and would appreciate the Council taking proper action to this end. Frederick
<br />Court does eon connect with Frederick Road in any manner, all of the. court lies within Rivercrest Drive. This
<br />drive is not being changed, and as we are a part of it and are home owners in "Rivercrest~' we would like to be
<br />associated with this area.
<br /> For five years we have been associated with Fred~i~k'-Road and Century Homes.
<br />To tradesmen, Fire Department, and Police, aow if the change is consummated we will be the same as starting all
<br />over again. This in our opinion is unfair. I have discussed this matter with Mr. Moore of the Planning Comm-
<br />ission, and I had a long talk with Councilman Jack P. Barnes,r either gentleman can explain this matter further
<br />as I am positive they anderstood our concern."
<br />
<br /> On motion of Mr. Barnes, referred no conference on street renaming.
<br />
<br /> 61-196 - The following communication from L. F. Daugherity and Z. R. Yeary was read:
<br />
<br /> "The application for Club Bus permit made by L. F. Daugherity and Z. R. Yeary
<br />on June 14th, 1961, was tabled to a later date, we realize that this could hardly be passed on, on fhe first
