Harris, Jr. <br /> <br /> Motion of Mr Barnes no receive as information was adopted, without dissenting vote. <br /> <br /> 61-187 "I .recommend an appropriation of $15,000.00 from the Capital Improvement Fund <br />be placed on first reading. <br /> This Ls to cover the cost of engineering services with reference to street <br />layout and new sewer lines in conjunction with the redevelopment of the Lincolnsville Project. <br /> <br /> Motion of Mr Weiseman no concur, in the recommendation of the City Manager to place an <br />appropriation of $15,000.00 from the Capital Improvemenn Fund for said purpose on first reading, was adopted, <br />without dissenting vote. <br /> <br /> 61-188 - "I submit the attached agreement between the Atlantic and Danville Railway <br />Company and the City of Portsmouth and recommend that the proper City officials be authorized no aign. <br /> This is for a wauer line crossing over the Atlantic and Danville Railway tracks <br />an Tyre Neck Road, Churchland, Virginia." <br /> <br /> Motion of Mr. Seward co concur~in the Manager's recommendation and that the proper City <br />officials be authorized no sign the agreemenn was adopted, without dissenting vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 61-165 - An appropriation of $7,648.13 from Capital Improvement Fund for purchase of <br />land in the vicinity of the new Tunnel road and ~lizabeth Street, approved on first reading at last meeting, was <br />taken up. <br /> <br /> On motion of Mr. Breedlove an appropriation of $7,648.13 from Capital Improvement Fund <br />for said p6rpose was made and by the following vote: <br /> <br /> Ayes: Smith, Barnes, Breedlove, Leafy, Seward, Walker, Weiseman <br /> Nays: None <br /> <br /> 61-167 - The following ordinances approved on first reading at last meeting were taken <br /> <br />up and read: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF COLUMBIA STREET BEGINNING <br /> APPROXIMATELY SIXTY FEET WEST OF ITS INTERSECTION WITH FREDERICK <br /> BOULEVAP, D AND AIRLINE BOULEVARD AND EXTENDING EASTWARD TO THAT <br /> INTERSECTION." <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF CLEVELAND STREET EXTENDING <br /> FROM THE WEST SIDE OF DOUGLAS AVENUE~WESTWAND TO ITS END IN A <br /> BRANCH." <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF HIGH STREET EXTENDING FROM <br /> THE WEST SIDE OF WESTMOI{ELAND AVENLrE WESTWARD TO ITS END IN THE <br /> I~ESTERN BRANCH OF THE ELIZABETH RIVER." <br /> <br />On motion of Fir. Barnes, the ordinances were adopted and by the following vote: <br /> <br />Ayes: Smith, Barnes, Breedlove, Leary,' Seward, Walker, Weiseman <br />Nays: None <br /> <br /> 61-169 - Motion of Mr. Breedlove no go into the election of nwo members to the Ports- <br />mouth Recreation Cormnittee was adopted. <br /> <br />Mr. Walker nominated Marshall D. Owens for a term of three years <br /> <br />On motion of Mr. Weiseman nominations were closed. <br /> <br /> Vote being taken, Mr. Owens was elected a member of the Portsmouth Recreation Committee~ <br />for a period of three years, without dissenting roue. <br /> <br /> Mr. Seward nominated Fenuon D Vaughan for a term of two years <br /> <br /> Vote being taken Mr. Vaughan was elected a member of the Portsmouth Recreation Committe, <br />for a period of nwo years, without'dissenting vote. <br /> <br />NEW BUSINESS <br /> <br /> 61-189 - The annual report of the City Planning Commission for the year 1960-1961 was <br />presented, and on motion of Mr. Weiseman received as information. <br /> <br /> 61-190 - R~quesu of Mrs. I. D~ Barnes, 2100 Lansing Avenue for refund in the amount of <br />p26.40 for nineteen rabbits destroyed by snray dogs, was presented and on monion of Fir. Breedlove, referred to the <br />City Treasurer for payment from funds in her hands from collection of Dog Taxes. <br /> <br /> <br />
