Eliminate Duplication: <br /> changed. <br />3. <br /> <br />Permanent Voids: Where a street exists physically in two or more segments which are <br />permanently separated, each link was considered~separately. <br />Eliminate Confusion: Street names having a high degree of similarity were avoided= <br />where possible. <br />Directional Prefixes: Directional indications as suffixes rather than prefixes were <br />used. <br /> <br />On motion of Mr. Leery, the following ordinance was approved on first reading: <br /> <br />"AN ORDINANCE TO CHANGETHE NAMES OF CERTAIN STREETS THEREIN <br /> DESCRIBED, AND TO ESTABLISH AS OFFICIAL THE NAMES DF ALLSTREETS <br /> DEPICTED UPON A MAP ATTACHED THERETO ENTITLED "OFFICIAL STREET <br /> NAME MAP, CITY OF PORTSMOUTH, VIRGINIA:" DATED 'AUGUST 22, 1961." <br /> <br /> 61-223 - "I recommend that I be authorized to advertise for sale the following City <br />owned property; approximately 2.12 acres at the northeasn corner of Glasgow And Broad Street, also approximatel <br />4.6 acres located between Broad Street and Western Branck Road. <br /> This is the balance of the land in the old Jeffry Wilson site, now owned by th <br />City. This has been approved by the Planning Commission." <br /> <br /> Motion of Mr. Weiseman to concur-in the Manager's recommendation was adopted, without <br />dissenting vote. <br /> <br /> 61-224 - "Bids were opened Friday, August 4th, 1961 at 12:00 P. M. for sale of the <br />following City owned property. <br /> <br /> 1. A parcel containing .49 acres located 6etween McCracken Street and Paradise Street as shown on <br /> map prepared by Department of Public Works. (This property is on south side of Elliott Avenue <br /> extended between Deep Creek Road and Frederick Boulevard.) <br /> 2. Lots 139 and 140 on,south side of Pinner Avenue between Page Street and Serpell Avenue. <br /> 3- Option to purchase property bounded by Prospect Parkway, Afton Parkway and Emmons Place. <br /> <br /> One bid in the amount of $510.00 was received from Green Acres Farm Incorporat~ <br />for the .49 acres on Elliott Avenue extended. <br /> Two bids were received for lots 139 and 140 on Pinner Avenue as follows: <br /> <br /> George C. Norris & Associates $400.00 <br /> Walter G. Butterton 300.00 <br /> <br /> The Post Office Department bid $15,000.00 on the option to purchase the propert <br /> <br />on Afton Parkway. <br /> <br />dissenting vote. <br /> <br /> I recommend that the high bids be accepted for this property. <br /> <br />Motion of Mr. Leery to concur in the Manager's recommendation was adopted, without <br /> <br /> 61-225 - "I recommend an appropriation of $10,000.00 be placed on first reading from the <br />Capital Improvement Fund. <br /> This is to cover preliminary expenaes necessary for the construction of the <br />new incinerator." <br /> <br /> On motion of Mr. Walker, an ~ppropriation'of $10,000.00 from the Capital Improvement Fun <br />for said purpose was approved on first reading, without dissenting vote. <br /> <br /> 61-226 - "I submit the attached agreement and recommend the proper City officials be <br />authorized to sign. <br /> Mr. Edward L. Powell, owner of Lot 105, Highland Biltmore, has constructed a <br />garage over an easement for a sewer line. <br /> This agreement-allows the garage to remain on this easement." <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted <br />without dissenting vote. <br /> <br />UNFINISHED BUSINESS <br /> <br />and read: <br /> <br />61-206 - The following ordinance approved on first reading at last meeting was taken up <br /> <br />"AN ORDINANCE AMENDING SECTION 5 OF THE ORDINANCE ENTITLED <br /> 'AN ORDINANCE APPROVING THE PREPARATION OF A GENERAL RENEWAL <br /> PLAN IN CONNECTION WITH PROPOSED REDEVELOPMENT PROJECTS, AND <br /> FILING OF AN APPLICATION FOR FEDERAL ADVANCE OF FUNDS,' WHICH <br /> WAS ADOPTED MAllCH 28, 1961." <br /> <br />On motion of Mr. Weiseman the ordinance was adopted and by the <br /> <br /> Ayes: Smith, Atkinson, Barnes, Leery,~ Weisaman <br /> Nays: Walker <br /> <br />following vote: <br /> <br /> 61-209 - The request of the Southeastern Virginia Regional Planning Commission in <br />connection with a proposed Origin and Destination Study and Transportation Plan, which was tabled at the last <br />meeting was, on motion of Mr. Weiseman, removed from the table. <br /> <br /> <br />
