August 8th, 1961 2. Eliminate Duplication: changed. 3. Permanent Voids: Where a street exists physically in two or more segments which are permanently separated, each link was considered~separately. Eliminate Confusion: Street names having a high degree of similarity were avoided= where possible. Directional Prefixes: Directional indications as suffixes rather than prefixes were used. On motion of Mr. Leery, the following ordinance was approved on first reading: "AN ORDINANCE TO CHANGETHE NAMES OF CERTAIN STREETS THEREIN DESCRIBED, AND TO ESTABLISH AS OFFICIAL THE NAMES DF ALLSTREETS DEPICTED UPON A MAP ATTACHED THERETO ENTITLED "OFFICIAL STREET NAME MAP, CITY OF PORTSMOUTH, VIRGINIA:" DATED 'AUGUST 22, 1961." 61-223 - "I recommend that I be authorized to advertise for sale the following City owned property; approximately 2.12 acres at the northeasn corner of Glasgow And Broad Street, also approximatel 4.6 acres located between Broad Street and Western Branck Road. This is the balance of the land in the old Jeffry Wilson site, now owned by th City. This has been approved by the Planning Commission." Motion of Mr. Weiseman to concur-in the Manager's recommendation was adopted, without dissenting vote. 61-224 - "Bids were opened Friday, August 4th, 1961 at 12:00 P. M. for sale of the following City owned property. 1. A parcel containing .49 acres located 6etween McCracken Street and Paradise Street as shown on map prepared by Department of Public Works. (This property is on south side of Elliott Avenue extended between Deep Creek Road and Frederick Boulevard.) 2. Lots 139 and 140 on,south side of Pinner Avenue between Page Street and Serpell Avenue. 3- Option to purchase property bounded by Prospect Parkway, Afton Parkway and Emmons Place. One bid in the amount of $510.00 was received from Green Acres Farm Incorporat~ for the .49 acres on Elliott Avenue extended. Two bids were received for lots 139 and 140 on Pinner Avenue as follows: George C. Norris & Associates $400.00 Walter G. Butterton 300.00 The Post Office Department bid $15,000.00 on the option to purchase the propert on Afton Parkway. dissenting vote. I recommend that the high bids be accepted for this property. Motion of Mr. Leery to concur in the Manager's recommendation was adopted, without 61-225 - "I recommend an appropriation of $10,000.00 be placed on first reading from the Capital Improvement Fund. This is to cover preliminary expenaes necessary for the construction of the new incinerator." On motion of Mr. Walker, an ~ppropriation'of $10,000.00 from the Capital Improvement Fun for said purpose was approved on first reading, without dissenting vote. 61-226 - "I submit the attached agreement and recommend the proper City officials be authorized to sign. Mr. Edward L. Powell, owner of Lot 105, Highland Biltmore, has constructed a garage over an easement for a sewer line. This agreement-allows the garage to remain on this easement." Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted without dissenting vote. UNFINISHED BUSINESS and read: 61-206 - The following ordinance approved on first reading at last meeting was taken up "AN ORDINANCE AMENDING SECTION 5 OF THE ORDINANCE ENTITLED 'AN ORDINANCE APPROVING THE PREPARATION OF A GENERAL RENEWAL PLAN IN CONNECTION WITH PROPOSED REDEVELOPMENT PROJECTS, AND FILING OF AN APPLICATION FOR FEDERAL ADVANCE OF FUNDS,' WHICH WAS ADOPTED MAllCH 28, 1961." On motion of Mr. Weiseman the ordinance was adopted and by the Ayes: Smith, Atkinson, Barnes, Leery,~ Weisaman Nays: Walker following vote: 61-209 - The request of the Southeastern Virginia Regional Planning Commission in connection with a proposed Origin and Destination Study and Transportation Plan, which was tabled at the last meeting was, on motion of Mr. Weiseman, removed from the table.
