August 8th, 1961 <br /> <br />At a regular meeting of the City Council~ held on August 8th~ 1961, there were present: <br /> <br />R.~Irvine Smith, C. S. Atkinson, Jack P. Barnes, W. T..Leary, George R. Walker, <br />H. E. Weiseman, A. P~.J0hnson~ Jr., City,Mana,ger,.and J. S. Livesay, Jr., City Attorney <br /> <br /> The meeting was opened with prayer by Mr~ Walker. <br /> <br /> Minutes of regular meeting held on July 25th, 1961 and special meeting of July 31st, <br />were read and approved. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 61-219 - "I submit the attached resolution and recommend its adoption. <br /> This is a resolution of respect no the late Councilman Raymond B. Seward." <br /> <br /> On motion of Mr. Barnes, the following resolution was adopted by unanimous vote~ <br /> <br /> "WHEREAS, in His infinite wisdom Almighty God has called unto <br />Him Raymond Blair Seward, who served as a member of this Council and <br />as Vice Mayor at the time of his death, giving of his time and talents <br />in conducting the affairs of this City and its citizens; and <br /> <br /> WHEREAS, in addition to his aforesaid offices in the government <br />of this City, Raymond Blair Seward rendered great service to this <br />City and his fellow citizens by active and fait~hfut participation <br />in numerous religious, civic and fraternal organizations; and <br /> <br /> WHEREAS, the community has suffered a great loss in the passing <br />of Raymond Blair Seward and has joined with his family, friends and <br />associates in mournzng his death and in recognizing the worth of <br />his accomplishments. <br /> <br /> NOW: THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the sympathy of this body, acting for <br />the citizens of this City, be and hereby is extended to the family <br />of the late Raymond Blair Seward. <br /> <br /> BE IT FURTHER RESOLVED that ~hese~resolutions be spread upon <br />the minutes of the Council and that a copy thereof be forwarded by <br />the City Clerk to the family of the deceased~" <br /> <br /> 61-220 - "I submit the attached ordinance and recommend it be placed on first reading. <br /> This amends the ward lines for Tyler and Washington Wards to allow the Port <br />Norfolk Elementary School to be used as a voting~place~f6r Precinct One of Washington Ward. <br /> It also changes the precinct lines for Washington Ward due to the large <br />number of voters in the First Precinct. <br /> This has been requested by the Electoral Board co more nearly equalize the <br />voters in the two precincts. <br /> <br /> Motion of Mr Weiseman to approve the following ordinance on first reading was adopted, <br />without dissenting vote. <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 1-16, 1-18, AND PARAGRAPH (c) <br /> OF SECTION 1-20 OF THE CODE OF TIlE CITY OFPORTSMOUTH, ~IRGINIA, <br /> 1951, AS ~AIENDED, SO AS TO TRANSFER A PORTION OF TYLER WARD TO <br /> WASHINGTON WARD AND TO GHAaNGE THE AREAS OF THE FIRST AND SECOND <br /> PRECINCTS OF WASHINGTON WARD, AS THEREIN DESCRIBED." <br /> <br /> 61-221 - "t submit the attached ordinance and recommend it be placed on first reading. <br />This amends the location of the voting places for the Second Precinct of Rarrison Ward and the two precincts <br />in Washington Ward. <br /> The Recreation Building at Dale Field has been abandoned as a recreation <br />center and has been moved into a building in Dale Romes. <br /> The Electoral Board is requesting the voting place for the Second Precinct of <br />Rarrison Ward be established in the new Recreation Center. This also makes the Broad Street Fire Station the <br />voting place for the Second Precinct and the new Port Norfolk Elementary School the voting place for the First <br />Precinct of Washington Ward. <br /> These changes have been requested by the Electoral Board." <br /> <br />dissenting vote. <br /> <br />On motion of Mr. Weiseman, the following ordinance was approved on first reading, withou <br /> <br />"AN ORDINANCE TO AP~ND SECTION 1-21 OF THE CODE OF THE CITY OF <br /> PORTSMOUTH, VIRGINIA, 1951, AS AMENDED, SO AS TO TRANSFER THE <br /> VOTING PLACES FOR THE FIRST AND SECOND PRECINCTS OF WASHINGTON <br /> WARD AND TIlE SECOND PHEC%NCT OF HARRISON WARD, AS THEREIN <br /> SPECIFIED." <br /> <br /> 61-222 - "I submit the attached ordinance and recommend it he placed on first reading. <br />This is the changing of street names as recommended by the Planning Commission. <br /> In arriving at these recommended changes, the following basic principles were <br />adopted by the Planning Commission: <br /> <br />1. Continuity: In most cases a continuous street was changed to one name. <br /> <br /> <br />
