"The Commissioners of this A~thority are very much cnncerned over the loss that the AuthOrity
on this Board, he has repeatedly and consistently_reflected by word and by vote, his unselfish interest in the City
of Portsmouth] and has never.hesitated to be forth'~aight in expressing his honest convictions, whether or not they
were the same as those of the other Commissioners.~ This characteristic has been of inestimable value to the sta 1_
bility and progress of the programs conducted by the'Authority.
Due to the complexities of our-operations, it takes considerable time for m Board membe~
to familiarize himself to the extent that he can render a maximum service. This circumstance makes conti~uity
the service of a Commissioner of utmost importance to the Authority and to ~he interest of the City.
We respectfully request that you decline to accept his resignation and re-appoint
to the Board, since we have reason to believe and hope, tbmt if you take this action, he will consent to serve.
