~196] <br /> <br /> Motion of Mr. Barnes to refer to the conference on,the Fire Code and that a letter be <br />forwarded the Junior Chamber of Commerce thanking them for their interest in the City, was adopted, without dis- <br />senting vote. <br /> <br /> 61-245 - The lo,Sowing letter from the Portsmouth City Employees Local Union No. 733 <br />was read: <br /> "As you recall, I have appeared before your august body many times in my official capac-t <br />ity as business representative for the Portsmouth City Employees Local No. 733. It seems fitting and proper that <br />I pray your indulgence, or~e again, in listening to my plea on behalf of the employees I represent. <br /> It has been noted with interest recently the action that has taken place in regard to <br />spending city money no make o~r City a better city in which to live, such as, various surveys, more police pro - <br />tection, new incinerator and many more thinga that require the spending of the taxpayers money. <br /> It has been further honed that every city in this metropolitan area has granted a wage <br />increase for the low bracket paid employees except our employees, whom are one of the lowest paid in the area. <br />This is a group whose work is important, yet they are not paid enough to maintain even a low leven of subsistence <br />and what little they do earn is certainly a substandered wage. It is 'requested that an increase in wages be grant-~ <br />ed to all city employees that earn $5,000.00 per year or less, and this increase be granted before October 1,1961.i <br />It is further requested that I be placed upon the adjenda for the meeting of August 22, 1961. Turtle.''~ <br /> <br />Motion of Mr. Weiseman to suspend the rules to hear Mr. Turtle was adopted, <br /> <br />Mr. Turtle spoke regarding the request of the Union. <br /> <br /> Motion of Mr. Weiseman that when wage increases are considered that they be considered <br />from the standpoint of all city employees, was adopted, and by the following vote: <br /> <br />Ayes: Smith, Atkinson, Barnes, Dillon, Leary, Weiseman <br />Nays: Walker <br /> <br /> 61-246 - The following communication from .the Building and Construction Trades Council <br />was read: <br /> "It is respectfully requested that Mr. Murray Pierce and Mr. J.R. Carr be placed on the <br />agenda and be heard at your council meeting on August 22, 1961. <br /> These men represent the Norfolk'Portsmouth Building and Construction Trades Council <br />and are interested in the proposed incinerator. Thanking you in advance for your attention to this matter, and - <br />with kind regards, I remain - signed Jack Epstein,. Secretary." ~1 <br /> <br /> On motion, rules were suspended and Mr. J.R. Carr spoke,~ requesting that Portsmouth con-! <br />tractors be given first consideration. <br /> The City Manager was requested to consider the request when bids are asked on the incin- <br />erator. <br /> 61-247 - Motion of Mr. Barnes to go into the election of a Vice Mayor was adopted. <br /> <br />Mr. Barnes nominated H. Earl Weiseman. <br /> <br />Motion of Mr. Leafy to close the nominations was-adopted. <br /> <br /> Vote being taken, Mr. Weiseman was elected Vice Mayor of the City of Portsmouth to fill <br />the unexpired term of Mr. Seward, which Ecrm expires June 30th, 1962, and by unanimous vote. <br /> <br /> 61-248 - Motion of Mr. Barnes that the City Manager investigate the feasibility of a <br />survey of the entire lighting needs of the City, was adopted, without dissenting vote, <br /> <br /> 61-249 - Mr. Walker claimed the personal privilege of reading into the records a let- <br />ter from the City Attorney, dated July llth, 1961, addressed to him, regarding Item No.61-148, page 128, Book 13 <br />of Council Records. <br /> No action was taken. <br /> <br /> Mr. Walker also spoke regarding a reprimand from the Mayor relative to his mot attending <br />a conference, stating that there had been occasions when other Gouncilmen had missed conferences and they had nod~ <br />been reprimanded for their dereliction of duty. <br /> <br />On motion adjourned. <br /> <br />City Clerk. <br /> <br />Approved - <br /> <br /> President. <br /> <br /> <br />
