Central Labor Council was read: <br /> <br /> ~The Portsmouth Va. Central Labor Council AFL CIO has gone on record to ask the City <br />Council to give your most serious consideration, and if possible, your support toward the Methodist College to <br />locate on the Portsmouth side of the Elizabeth River. Gentlemen, there is one wJy you can assist and we believe <br />where it wilt be most good, and that is to offer this Methodist College free water. <br /> We realize that you and the City Manager are the guardians of the tax payers money, but <br />we also feel this request is justifiable. By means of taking another step forward in making this City a progres- <br />sive city of the South This would mean another industry to locate here. Which would gain in monies paid into the <br />City, through people who may wish to locate their homes around this college, also through students buying at <br />our retaillstores, and many other ways. This college would be a great asset to the City of Portsmouth. We betiev~ <br />that the best interest of the City would be served if this request is granted. <br /> Thanking you for any consideration given this matter, I remain - signed W L Redmon,Sec." <br /> <br /> Motion of Mr. Barnes to receive as information and acknowledge with thanks, was adopted, <br />without dissenting vote. <br /> <br /> 61-262 - The following communication from the Council of Garden Clubs, Portsmouth Area, <br /> <br /> "In accordance with our telephone conversation, it will be greatly appreciated if a <br />special committee of some of the Board of Directors of Portsmouth Area Council of Garden Clubs would be recog - <br />nized at the September 12th meeting of the City Council in order that we may be heard by the Council concerning <br />the Civic and Beautification program of the Council for the Portsmouth area and also to present information on <br />Foundation offered by Sears, Roebuck and Company. If for any reason it will not be possible for us to be heard <br />it will be appreciated if you will please advise me. Signed Mrs. J C Wright, President." <br /> <br />No one was present to represent the organization. <br /> <br />l<~tion of Mr. Barnes to hear the delegation at a later meeting was adopted, without dis - <br /> <br />senting vote. <br /> <br /> 61-263 - The following communication from the Civic Executivies Association, signed by <br />L~uis Whitehead, Vice Pres., was read: <br /> <br /> "The Civic Executives Association respectfully submits the following ordinance for your <br />consideration. In the conferences with you, we suggested a higher connection fee for those applicants outside <br />the City . After due consideration, we are of the opinion that this would be unjustifiable, therefore the fol <br />lowing ordinance charges all applicants the same connection fee. <br /> <br />AN ORDINANCE TO AMEND SECTION 24-55 OF THE CODE OF TNB CITY OF PORTSMOUTH, VIRGINIA, 1951, AS AMENDED, TO <br />PROVIDE FOR THE INSTALLATION AND MAINTENANCE OF WATER SERVICE CONNECTIONS~TO WATER MAINS OF TNt CITY OF <br />PORT SMOUTH. <br /> <br />Be it ordained by the Council of the City of Portsmouth, Virginia, that Section 24-55 of the Code of the City of <br />Portsmouth, Virginia: 1951, as amended, be amended and reordained to read as follows: <br /> <br />Section 24-55. Water Service Connections and Maintenance. <br /> <br />(a) New Water Service Connections. <br />Whenever application is made pursuant to Section 24-33 of this Chapter for the installation of a new water set - <br />vice connection after December 1, 1961, the applicant shall make the payment or deposit hereinafter specified. <br />The size and location of any such water service connection shall be determined by the Superintendent of the Water <br />Department. Ail lines and fittings between the main and the meter .shall be owned and thereafter maintained by <br />the Water Department. <br />For the following sizes of service connection the indicated charge shall be paid in advance: <br /> <br />3/4 inch service connection <br />1 inch service connection <br />1 ~ inch service connection <br />2 inch service connection <br /> <br />$100.00 <br /> 115.00~ <br /> 140.00 <br /> 165.00 <br /> <br />Where the size of the service connection exceeds 2 inches, the applicant shall be required to pay a charge equal <br />to the actual cost of such installation= plus ten per cent. The Superintendent shall estimate the charge and the <br />applicant will deposit such amonnt before the work is dora . An accounting shall be made of the cost of such in - <br />stallation. If the deposit is less than the charge, the applicant shall pay the difference within ten days, and <br />if the deposit is more than such charge the difference shall be refunded promlmtly to the applicant. <br /> <br /> (b) Enlargement of Existing Water Service Connections. <br />Whenever the owner of any existing water service connection requests an enlargement, the application and payment <br />or deposit shall be made as specified in paragraph (a) above. Any such water service connection shall be owned <br />and thereafter maintained by the Water Department. <br /> <br /> (c) Replacement or Repair of Existing Water Service Connections. <br />Whenever an existing water service tine or connection is damaged or leakage occurs at, or between the main and <br />the meter, the Water Department shall make such repairs or replacement as the situation requires. All existing. <br />water service lines or connections shall be owned and maintained by the Water Department." <br /> <br /> Motion of Mr. Barnes to refer to a conference of the Council on the subject was adopted <br />without dissenting vote. <br /> <br /> 61-264 - The following communication from Mrs. Ruby W Mills, 3407 Commoz~wealth Ave. was <br />read: <br /> <br /> <br />
