September 12th, 1961 <br /> <br /> "Today, I paid the City of Portsnouth $6°00 for garbage collection. I paid this under <br />protest. I think this means of taxation is unfair, unjust and discriminatory. I have one room at home in which I <br />operate 4 1/2 days a week as a beauty shop. I accumulate each week 3 or 4 ordinary waste paper baskets of refuse <br />which I burn regularly in a can at the back of my lot. At the same time, I have been burning the burnable trash <br />from my home. Consequently I put out less trash and garbage than anyone on my block. <br /> I can accept and appreciate the fact that Portsmouth needs more revenue, but isn't <br />there a way that would be more fair and that could be more equally ~hared by all citizens? Why impose this burde~ <br />on people like me who do not even use the service for they they are taxed? I wonder if Portsmouth's ultimate <br />prime objective is to force all small concerns out of business. They surely get no consideration or encouragement~ <br /> <br />Motion of Mr. Dillon to refer to a Council conference was adopted, without dissenting~ <br /> <br />vote. <br /> <br /> 61-265 - The following communication from Joseph C. Overman, Jr., 4517 Westmoreland <br /> <br /> "As a citizen and taxpayer, I wish to express my opposition to the proposal to close <br />our City Park between 10 P M and 7 AM. I know many citizens use the boat ramp after 10 PM, especially in the <br />fall and winter months while fishing at night. There certainly are many golfers who use the course before 7 AM <br />during the spring and summmr months. Secondly, I can not understand how such an ordinance can be enforced with <br />any less Police personnel than it now takes to maintain l~w and order . I strongly urge you to keep the park open <br /> <br /> Motion of Mr. Weiseman to refer to the City Manager, who is now restudying the matter <br />was adopted, without dissenting vote. <br /> <br /> 61-266 - Mr. Walker presented the following proposition to amend Section llof the <br />Rules for Government of Council: <br /> "It is my purpose to present to Council at the regular meeting on 27 Septemq <br />bet, 1961, an amendment to Section 1 of the Rules for Goverr~nent'of Council. The text of the proposed amendment, <br />with the new language underlined, is provided below as required by Section 12: <br /> <br /> Section 1. There shall be regular meetings of the Council on <br />the second and fourth Tuesdays. in each month at 7:30 o'clock P.M. and <br />continue in session not later than 11 o'clock P.M., except by unanimous <br />consent of the members present. Regular conferences shall be held on <br />the first and third Tuesdays in each.month starting at 7:30 o'clock P.M. <br />Both meetings and conferen6es shall be open to the public. Items of busi- <br />ness~ which by their nature require closed sessionS~ ~hall be so considered <br />by unanimous consent of all members of council." <br /> <br /> 61-267 - In response to Mr. Walker's inquiry, the City Manager stated that the 1961-~2 <br />Capital Improvement curb ~nd gutter program has not started. <br /> <br /> 61-268 - Motion of Mr. Walker to go into the election of parliamentarian for the <br />Council was lost, there being no second. <br /> <br /> 61~269 - Mr. Walker inquired as to the status of the proposed detennion home for <br />Portsmouth and the study, which was authorized by the Council. <br /> <br />Motion of Fir. Leery that the Mayor and City Manager continue their investigation. <br /> <br /> Motion of Mr. Walker to amend the motion by adding "and file letter of intent" was <br />lost, there being no second. <br /> <br />Vote being taken, Mr. Leary!~s motionwas adopted and by the following vote: <br /> <br />Ayes: Smith, Atkinson, Barnes, Leery, Weiseman <br />Nays: Walker <br />Abstaining: Dillon <br /> <br /> 61-270 -Motion of Mr.. Barnes that an appropriation of 84,500.00 from the Capital Im- <br />provement Fund be approved on first reading for a survey for the location of an airport in the Portsmouth area, <br />was adopted, and by the following vote: <br /> <br />Ayes: Smith, Atkinson, Barnes: Dillon, Leery, Walker, Weiseman <br />Nays: None <br /> <br /> 61-271 - On. motion of Mr. Barnes, the question of a left turn for north-northwest <br />bound traffic entering Mid City Shopping Center from Frederick'Boulevard, was referred to the City Manager. <br /> <br /> 61-272 - Mr. Walker questioned the legality of cars crossing the double line on <br />High Street, in order to make a left tur~, which prac~ice is creating a traffic hazard. <br /> <br />The.
