September 12th~ 1961 <br /> <br />received monetary donations designated for library purposes. In keeping <br />with the wishes of the donors and in carrying out its duties as guardian <br />of these funds~ the Board unanimously recommends that these funds be used <br />toward the cost of engaging an architect specializing in library buildings <br />co plan the remodeling of the Old Post Office Building. The Board further <br />recommends that the Council consider retaining J Russell Bailey of Orange, <br />Virginia, an architect who has had extensive experience in designing library <br />buildings. <br /> <br /> The members of the Library Board would like also to bring no the attention <br />of the Council the fact that the sum of $2,375.00 of these funds was donated by <br />the Portsmouth Service League with the request that their contribution be used for <br />furnishings in the Children's Section. The Library trustees think that this re quesn <br />should be fulfilled, if possible. <br /> Included witb this letter is a resume' of the qualifications of J.Russell Bailey <br />which will indicate his worth and experience. The Trustees of the Portsmouth Library <br />thank you and all the members of the Portsmouth City Council for your unfailing inter- <br />est in the development of fine library facilities for Portsmouth. <br /> (Signed - Mary J. McMurran.)" <br /> <br /> Motion of Mr. Walker to suspend the rules to hear from Miss Helen Kirkpatrick, Librarian, <br />was adopted. <br /> Miss Kirkpatrick spoke, recommending that J. Russell Bailey be employed as arckitect for the <br />remodeling of the old Post Office Building for library use. <br /> <br />On motion of Mr. Weiseman, the recommendation of the City Manager was approved, without dis - <br /> <br />senting vote. <br /> <br /> 61-254 - "Bids were opened on September 1st, 1961 for the sale of City property on Broad <br />Street and Western Branch Road~ formerly known as the old Jeffry Wilson Home site. One bid was received from <br />Aubrey G. Sweet, Inc., in the amount of $1,000.00-per acre subject to an accurane survey. I recormnend that this <br />bid be accepted~ subject to the purchaser paying the cost of the survey." <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted, with - <br />out dissenting vote. <br /> <br /> 61-255 - <br />ing surplus City property: <br /> 1. <br /> 2. <br /> 3. <br /> 4. <br /> <br />out dissenting vote. <br /> <br />"I recommend that the City Manager be authorized to advertiae for sale the follow- <br /> <br /> Lot 159 - north-side of Carolina Ave. between Page St. and Rill Ave. <br /> Lot 192 - south side of Carolina Ave. between Page St. and Rill Ave. <br /> Lots 148 and 150 north side of Wilcox Ave. between Elm Ave. and Oak Ave. <br /> Lot 5 - north side of Victory Blvd. adjacenn to the Seaboard Air Line <br /> right of way. <br /> <br /> This has been approved ~y the Planning Commission." <br /> <br />Motion of Mr. Weiseman to concur zn the recommendation of the CityManager was adopted, with~ <br /> <br /> 61-256 - "% recommend that the City Manager be authozized to purchase the property located <br />in Nansemond County, commonly known as 'White City'. This property borders on Lake Meade and should be a part <br />of the water shed and controlled by the Water Department. <br /> The Water Department has been unable no obtain this property until the present <br />time. If we are to purchase the property, it will be necessary to appropriate $50,000.00 from the Water Fund." <br /> <br /> _Motion of Mr. Barnes to concur in the recommendation of the City Manager and that an appro- <br />priation in the amount of $50,000.00 from the Water Fund be placed on first reading, for said purpose, was adopte~ <br />without dissenting vote. <br /> <br /> 61-257 - "It is necessary that the Council elect one of its members as a Cemetery Trustee, <br />due to the death of Mr. Seward. There is also a vacancy on the Recreation Committee, due to the resignation of <br />Mr. Schneider, which vacancy should be filled at this time." <br /> <br />Motion of Mr. Leafy to go into the election of a Cemetery Trustee was adopted. <br /> <br />Mr. Weiseman nominated Jack P Barnes. <br /> <br />Motion of Hr. Walker to close the nominations was adopted. <br /> <br />Vote being taken, Mr. Barnes was unanimously elected. <br /> <br />Motion of Mr. Barnes to go into the election of a member of the Recreation Cor~aittee was <br /> <br />adopted. <br /> <br />Fir. Barnes nominated Robert E. Brinson. <br /> <br />On motion~ nominations were closed~ <br /> <br /> Vote being taken, Mr. Brinson was unanimously elected a member of the Portsmouth Recreation <br />Committee, for a term of three years. <br /> <br /> '61-258 - "The next regular meeting ef City Council is scheduled for September 26th, 1961. <br />At this time, the Virginia Municipa~ League will be in progress in Norfolk. I recommend that the next regular <br />meeting be held on September 27th, 19615 at 7:30 <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of 'the City Manager was adopted, without <br />dissenting vote. <br /> <br /> <br />
