September 27th, 1961. <br /> <br /> The proposed plans cover the construction of a filtration plant with a capacity of ap - <br />proximately 5mgd expandable to 10mgd withBoqster pumps at existing filtration plant; approximately 31 miles of <br />transmission mains from Suffolk no Drivers, Nansomond Shores, Knotts Neck, Churchland and Portsmouth; approxi - <br />merely 5 miles of connecting mains from Churchland to West Norfolk from Hodges Ferry Road to Alexanders Corner <br />and from proposed Route 58; <br /> <br /> If this application is approved by the Federal Government, funds would be advanced to the <br />City for the plans and specifications for these projects. Once construction is started on these projects, it <br />would be necessary to repay the Government the funds advanced. <br /> The advantage to the City of obtaining these funds' would be the use of the money for <br />the plans and specifications without having to pay any interest costs. It is important that this work begin in <br />order that we can properly furnish waner no the City of Portsmouth and the surrounding areas in the future." <br /> <br />"WHEREAS, the City of Portsmouth~ Virginia (herein called the 'Applicant') <br /> after thorough consideration of the various aspects of the problem and study <br /> of available data has hereby determined that the construction of certain <br /> public works, generally described as Additions and Improvements in Water <br /> System, consisting of filtration Works, booster pumping stations, transmis- <br /> sion and distribution mains, ground and elevated storage reservoirs, and ap- <br /> purtenances, is desirabls and in the phblic interest and to that end it is <br /> necessary that action preliminary to the construction of said works be taken <br /> immedi~ately; and <br /> WHEREAS, underlthe terms of Public La~ 560, 83rd Congress, as amended, the <br /> United States of America has authorized the making of advances to public bodies <br /> to aid in financing the cost of engineering and a~chitectural surveys, designs, <br /> plans, working drawings, specifications or other action preliminary to and in <br /> preparation for the construction of public works; and <br /> WtlEREAS, the applicant has examined and duly considered such act and the appli- <br /> cant considers it to be in the public interest and to its benefit to file an <br /> application under said act and to authorize other action in connection therewith; <br /> NOW, THEREFORE, BE IT RESOLVED BY the City Council, the governing body of said <br /> applicant, as follows: <br /> 1. That the construction of said public works is essential to and <br /> is to the best interests of the applicant, and to the end that <br /> such public works m~y be provided as promptly as practicable, <br /> it is desirable that action preliminary no the construction <br /> thereof be undertaken immediately; <br /> 2. That the City Manager be hereby authozized to file in behalf of <br /> the applicant an application (in form required by the United States <br /> and in conformity with said act) for an advance no be made by the <br /> United States to the applicant to aid in defraying the cost of plan <br /> preparation for the above described public works, which shall con - <br /> sist generally of field surveys, studies, investigations, and de - <br /> sig ns for preliminary and final planning. <br /> 3. That if such advance be made, the applicant shal'l provide or make <br /> necessary arrangements to provide such funds, in addition to the <br /> advance, as may be required to defray the cost of the plan prepara- <br /> tion of such public works; <br /> 4. The said City Manager is hereby authorized to furnish such informa- <br /> tion and take such action as may be necessary to enable the applicant <br /> to qualify for the advance; <br /> 5. That the officer designated in the preceding paragraph is hereby <br /> designated as the authorized representative of the applicant for the <br /> purpose of furnishing to the United Stales such information, data, <br /> and documents pertaining to the application for an advance as may be <br /> required; and otherwise to act as the authorized representative of the <br /> applicant in connection with this application. <br /> 6. That certified copies of this resolution be included as part of the <br /> application for an advance to be submitted to the United States." <br /> <br />Resolution - <br /> <br />Motion of Mr. Dillon to concur in the recommendation of the City Manager. <br /> <br />Substitute motion of Mr. Walker to table was lost, there being no second. <br /> <br />Vote being taken, Mr. Dillon's monion was adopted, and by the following vote: <br /> <br />Ayes: Weiseman~ Barnes, Atkinson~ Dillon, Leary <br />Nays: Walker. <br /> <br /> 61-278 - "Upon receipt of a letter from the Department of Welfare and Institutions with <br />regard to a meeting of the State Board of Welfare and I~stitutions being held on October 10th, 1961, ! have been <br />advised that they will consider at that time the possibility of the State participating in the cost of construc- <br />tion of a detention home for the City of Portsmoukh~ They bare advised that we may have representation at the <br />meeting if we desire. I recommend that someone represent the City of Portsmouth at this meeting." <br /> <br /> Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted, <br />without dissenting vote. <br /> <br /> 61-279 - "The terms of R E Hawks and X D Murden on the Supplemental Retirement Board ex- <br />pire on September 30th, 1961. Mr. Hawks and Mr. Murden have indicated a willingness to serve again should the <br />Council so desire-. These terms are for a period of four years~" <br /> <br /> Motion of Mr. Atkinson to go into the election of two members to the Supplemental Retire- <br />ment Board, was adopted. <br /> <br /> <br />
