<br /> Motion of Mr. Dillon to concur in the recommendation of the Planning Commission to deny
<br />at this time, but to give further consideration at a later date, was adopted, without dissentin§ wore.

<br />The following reports from the City Manager were read:
<br />
<br /> 61-274 - "Attached hereto is a list of the bids received for the construction of the new
<br />incinerator for the City of Pc~tsmouth. These bids were broken down into three separate contracts; one for the
<br />building, one for the furnaces and appurtenances and one for the chimney.
<br /> Doyle & Russell~ Norfolk, Virginia, were the low bidders on the construction of
<br />the building in the amount of $668,014.25.
<br /> Boiler Brick & Refractory Company, Richmond, Va. were low bidders on the fur -
<br />naces and appurtenances in the amount of $345~806.00.
<br /> The W.M. Kellogg Company was the low bidder for the construction of the chimney
<br />in the amount of $69~690.00.
<br /> I recommend that the contracts be awarded these three concerns for the construc-
<br />tion of the new incinerator. I also recommend that an appropriation in the amount of $1,150,000.00 from the Cap-
<br />ital Improvamenn Fund be placed on first reading, this.appropriation to be financed ~.thrrough a bond issue, to b~
<br />sold at a later date."
<br />
<br /> Motion of Mr. Barnes to concur in the recommendation of the City Fianager and to approve
<br />on first reading, an appropriation of SI,150,000.00 from Capital Improvement Fund, for said purpose, was adopted,
<br />without dissenting vote.
<br />
<br /> 61-275 - "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This ordinance closes a portion of Scott St. between Effingham and Washingnon Sts., Duke St., betweenHI
<br />Effingham and Washington; Brighton St. between Effingham and Green Sts., and Green St. from Race St. to Brighto~
<br />St. These street closings are necessary for the construction of low rent Housing Project VA 1-7, known as Billy
<br />Boat Alley. .This' has been approved by the Planning Commission."

<br />stration has requested that Water Bt. be reversed from one-way north to one-way south due to problems created by
<br />the use of their parking lot in connection with the Federal Building.
<br /> The Traffic Department studied ttfs request and it is their belief that the
<br />traffic and parking problems could be improved by making this portion of Water St. a two-way street."

<br />The following substitute motion by Mr. Walker was losg, there being no second:

<br /> "I move to substitute the following two ordinances for the proposed ordinance now before
<br />the body for consideration:
<br /> 'An Ordinance to Amend Section 30-132.2 of the Code of the City of Portsmouth,
<br /> Virginia, 1951, so as to Make County Street between Orawford Street and Marbor
<br /> Drive a One-way Street'
<br />
<br /> Be it ordained by the Council of the City of Portsmouth, Virginia, that Section 30-132.2
<br />of the Code of the City of Portsmouth, Virginia, 1951, ~s amended, be amended and reordained to read as follows
<br />
<br /> Section 30-132.2 County Street between Crawford and Harbor Drive.
<br /> County Street between Crawford and Harbor Drive is hereby
<br /> designated a cae-way street. It shall be unlawful for any person to drive
<br /> a vehicle west on County St. between Crawford St. and Harbor Drive.'

<br /> 'An Ordinance to Repeal Section 30-142.2 of the Code of the City of Ports-
<br /> mouth, Virginia, 1951, so as to Make Water Street Two-way between County
<br /> and North Streets.
<br />
<br /> Be it ordained by the Council of the ~ity of Portsmouth, Virginia, that Section 30-142.
<br />of the Code of the City of Portsmouth, Virginia, 1951~ is hereby repealed."

<br /> Vote being taken on'Mr~ Barnes' motion, the ordinance was approved on first reading,

<br /> 61-277 - "I submit the attached resolution and recommend its adoption. This resolution
<br />authorizes the City Manager to make application for a Pianmim~ Grant frcmthe Pederal Government for plans for
<br />Waterworks improvements.
