"WHEREAS, on March 28, 1961, the Council of the City of Portsmouth adopted an ordinance approving the preparation of a General Renewal Plan to cover the area shown on a certain plat entitled 'Parkview Neighborhood Conservation Plan' , which ordinance was amended August 8, 1961; and WHEREAS, the Urban Renewal Administration has declined-approval for such application unless an area north of Ann Street and west of the Lincolnsville Redevelopment project area is deleted from said plan and included in an application for a so-called non-assistance conservation program; and WHEREAS, in the opinion of the Urban Renewal Administration theplan to be developed may include one, or more projects which must be sponsored by the City of Portsmonthtmcause' tbs Portsmouth Redevelopment and Housing Authority is without authority to take such action. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: (1) that the Portsmouth RedevelopmentandHousing Authority is requested to delete from the application authorized by the afore- said ordinance.~he area north of Ann Street and west of the Lin - colnsville Redevelopment project area, to which the Urban Renewal Administration has objected, and to file the amended application as promptly as possible. (2) that the-City M~nager is hereby authorized and directed to execute the amended application in behalf of the City of Ports - mouth, thereby evidencing the agreement of the City of Portsmouth to sponsor any project hereafter undertaken in the renewal area, which the PortsmouthRedevelopment and Housing Authority may non undertake in its individual capacity. (3) that the City Manager is hereby authorized and directed to prepare and submit to the Council an application for a non-assisted conservation program withinthe area hereby authorized to be deleted from the general neighborhood renewal area." Motion of Mr. Barnes to suspend the rules to hear from interested persons, was adopted. surplus City property. R. T. Etheridge of 1027 Leckie St. spoke. Vote being taken, Mr. Dillon's motion was adopted and by the following vote: Ayes: Weiseman, Barnes, Dillon, Leery Nays: Walker. 61-293 - "Bids were opene~ at 12:00 noon, Fviday, October 6th, The following bids were received: Lot 159 North side of C~lina Ave. Pinners Poin~ Methodist Church 8200.00 1961, for the sale of Lot 192 South side of Carolina Ave. James S. Blow 200.00 Lot 148 North side Wilcox Avenue Streby L. McFayden,Jr. 261.00 the price stipulated." Motion of Mr. Walker to table until the next Council conference was lost, there Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted, 61-295 - "The access road to the new city incinerator will cross a railroad track presantlM operated by the Norfolk and Portsmouth B&lt Lin& Railroad Company. In addition, this same track rmast be~crossed by an 18 inch storm sewer. I attach forms of agreement ~ith the RailroadConR~any granting the neces- sary easements to the City and recommend that the proper City officials be authorized to execute these agreements.!" Motion of Mr. Barnes that the City Manager be authorized to execute said agreements, was adopted, without dissenting vote. 61-296 - Motion of Mr. Barnes to suspend the rules to hear ~rom those who wished to spear regarding the renumbering of houses on various .~treets in the City, was adopted, without dissenting vo~e.
