~72. <br /> <br />"WHEREAS, on March 28, 1961, the Council of the City of Portsmouth <br /> adopted an ordinance approving the preparation of a General Renewal <br /> Plan to cover the area shown on a certain plat entitled 'Parkview <br /> Neighborhood Conservation Plan' , which ordinance was amended <br /> August 8, 1961; and <br /> WHEREAS, the Urban Renewal Administration has declined-approval for <br /> such application unless an area north of Ann Street and west of the <br /> Lincolnsville Redevelopment project area is deleted from said plan and <br /> included in an application for a so-called non-assistance conservation <br /> program; and <br /> WHEREAS, in the opinion of the Urban Renewal Administration theplan to <br /> be developed may include one, or more projects which must be sponsored <br /> by the City of Portsmonthtmcause' tbs Portsmouth Redevelopment and <br /> Housing Authority is without authority to take such action. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br /> Virginia: <br /> (1) that the Portsmouth RedevelopmentandHousing Authority is <br /> requested to delete from the application authorized by the afore- <br /> said ordinance.~he area north of Ann Street and west of the Lin - <br /> colnsville Redevelopment project area, to which the Urban Renewal <br /> Administration has objected, and to file the amended application <br /> as promptly as possible. <br /> (2) that the-City M~nager is hereby authorized and directed to <br /> execute the amended application in behalf of the City of Ports - <br /> mouth, thereby evidencing the agreement of the City of Portsmouth <br /> to sponsor any project hereafter undertaken in the renewal area, <br /> which the PortsmouthRedevelopment and Housing Authority may non <br /> undertake in its individual capacity. <br /> (3) that the City Manager is hereby authorized and directed to <br /> prepare and submit to the Council an application for a non-assisted <br /> conservation program withinthe area hereby authorized to be deleted <br /> from the general neighborhood renewal area." <br /> <br />Motion of Mr. Barnes to suspend the rules to hear from interested persons, was adopted. <br /> <br />surplus City property. <br /> <br />R. T. Etheridge of 1027 Leckie St. spoke. <br /> <br />Vote being taken, Mr. Dillon's motion was adopted and by the following vote: <br /> <br /> Ayes: Weiseman, Barnes, Dillon, Leery <br /> Nays: Walker. <br /> 61-293 - "Bids were opene~ at 12:00 noon, Fviday, October 6th, <br />The following bids were received: <br /> <br /> Lot 159 North side of C~lina Ave. <br /> Pinners Poin~ Methodist Church 8200.00 <br /> <br />1961, for the sale of <br /> <br />Lot 192 South side of Carolina Ave. <br />James S. Blow <br /> <br />200.00 <br /> <br />Lot 148 North side Wilcox Avenue <br />Streby L. McFayden,Jr. <br /> <br />261.00 <br /> <br />the price stipulated." <br /> <br />I recommend the bids be accepted and the properny awarded to the above parties for <br /> <br /> Motion of Mr. Leery to concur in the recommendation of the City Manager was adopted, <br />without dissenting vote. <br /> 61-294 - "I submit herewith'the proposed locations for drainage and curb and gut- <br />tering for the 1961-62 fiscal year. I recommend that I be authorized to advertise for bids for this work." <br /> <br />being no second. <br />without dissenting vote. <br /> <br />Motion of Mr. Walker to table until the next Council conference was lost, there <br /> <br />Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted, <br /> <br /> 61-295 - "The access road to the new city incinerator will cross a railroad track <br />presantlM operated by the Norfolk and Portsmouth B< Lin& Railroad Company. In addition, this same track rmast <br />be~crossed by an 18 inch storm sewer. <br /> I attach forms of agreement ~ith the RailroadConR~any granting the neces- <br />sary easements to the City and recommend that the proper City officials be authorized to execute these agreements.!" <br /> <br /> Motion of Mr. Barnes that the City Manager be authorized to execute said agreements, <br />was adopted, without dissenting vote. <br /> <br /> 61-296 - Motion of Mr. Barnes to suspend the rules to hear ~rom those who wished to <br />spear regarding the renumbering of houses on various .~treets in the City, was adopted, without dissenting vo~e. <br /> <br />The following spoke: <br /> <br />N.R.
