<br />At a regular meeting of the City Council, held on October 10th, t961,there were present:
<br />
<br />H. E. Weiseman, Jack P. Barnes, John L. Dillon, W.T. Leafy, George R. Walker,
<br />A.P. Johnson,Jr., City Manager, and J~S. Livesay, Jr., City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Leary.
<br />
<br />Minutes of regular meeting held on September 27th, 1961 were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 61~289 - "I submit the attached ordinance and recommend that it be placed on first read-
<br />ing. This calls for an election on the issuance of Wa~er Bonds for the Portsmouth Water Department. It is nec-
<br />essary to submit this to an election as these ~11 be Revenue Bonds. These bonds will be used for improvements
<br />to the water system, for a new transmission main from Suffolk, new filter plant, elevated storage tank and addi-
<br />tional mains to serve residents in the Portsmouth area. It is necessary that these improvements be planned in
<br />order that the. water system be kept up to date and adequately serve the residents of the area."
<br />
<br />Motion of Mr. Barnes to place the following ordinance on first reading:
<br />
<br />"AN ORDINANCE TO AUTHORIZE THE ISSUANCE OF FIVE MILLION SLX HI/NDRED THOUSAND
<br />DOLLARS OF BONDS TO BE KNOWN AS WATER BONDS FOR THE PURPOSE OF MAKING IMPROVE-
<br />MENTS, EXTENSIONS A-ND'ADDITIONS TO THE SYSTEM'OF WATER WORKS OF THE CITY, PUR-
<br />SUANT TO SECTION 127: CLAUSE B, OF THE CONSTITUTION OF VIRGINIA, AND CHAPTER
<br />19.1 OF TITLE 15 OF THE CODE OF VIRGINIA, 1950"

<br />there being no second:
<br />
<br />Motion of Mr. Walker to amend the ordinance by adding to Sectioalthe following, was lost
<br />
<br />' All proceeds arising from the sale of said bonds shall be invested in short
<br />term securities except the amount estimated as necessary to defray the cost of
<br />construction during the twelve months following receipt of the proceeds"
<br />
<br /> Motion of Mr. Walker that the Council meet in a committee of a Whole for the purpose
<br />of reopening a budget study for the express purpose of reducing the cost of government and readjusting the fis-
<br />cal relationship between the General and Water funds in order to allow the Water Department to apply a part of
<br />its surplus funds to a planned Capital outlay program of improvements, was lost, there being no second.
<br />
<br /> Vote being taken on Mr. Barnes' motion, the ordinance was approved on first reading and
<br />by the following vote:
<br />
<br />Ayes: Weiseman, Barnes, Dillon, Leafy
<br />Nays: Walker
<br />
<br /> 61-290 - "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This amends the Trash and Garbage ordinance so as to allow the City to charge the Portsmouth Housing
<br />Authority for service."
<br />
<br />On motion of Mr. Barnes, the following ordinance was approved on first reading, without
<br />
<br />dissenting vote:

<br />"AN ORDINANCE TO AMEND THE ORDINANCE ADOPTED JUNE 27th, 1961, ENTITLED
<br />'AN ORDINANCE IMPOSING SERVICE CHARGES FOR THE PERIOD EEGINNING JULY l,
<br />1961, AMD THEREAFTER, ON THE COLLECTION AND DISPOSAL OF GARBAGE AND REFUSE
<br />FROM BUSINESS AND INDUSTRIAL ESTABLISILMENTS, FOR EMPTYING DUMPSTER TYPE
<br />CONTAINERS, FOR SPECIAL TRIPS, FOR HANDLING REFUSE AT CITY INCINERATORS,
<br />DUMPS AND LAND FILLS, PROVIDING BILLING AND COLLECTION PROCEDURES AND
<br />IMPOSING AN ADDITIONAL CHARGE FOR LATE PAYMENT' BY ADDING THERETO ANEW
<br />SECTION NUMBERED SECTION 8.1, FHETHER DEFINING THE TERMS 'PERSON, FIRMs
<br />CORPORATION OR ASSOCIATION' AND 'PERSON' CONTAINKD IN SECTIONS 5,6,7 and 8
<br />OF SAID ORDINANCE: AND DECLARING THE INTENT OF THE COUNCIL WITH RESPECT
<br />THERETO"

<br /> 61-291 - "I submit the attached ordinance and recommend that it be placed on first
<br />reading. This ordinance makes Queen Street between Fifth Avenue and Second Avenue a two-way street. This is
<br />requested to allow school buses to load and unload in the rear of Harry Hunt Junior High School. It will elimi-
<br />nate the traffic congestion on High Street by removing the school buses from High Street. The only buses stopping
<br />on High Street at the school will be the buses on regular runs."
<br />
<br />On motion of Mr. Barnes, the following ordinance was app roved on first reading, without
<br />
<br />dissenting vote:
<br />
<br />"AN ORDINANCE TO AMEND SECTION 30-140 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, 1951, AS ~MENDED, TO MAKE THAT PORTION OF QUEEN STREET BETWEEN
<br />SECOND AVENUE AND FIFTH AVENUE A TWO WAY STREET"
<br />
<br /> 61-292 - "I submit the attached resolution and recommend its adoption. This resolutio]
<br />requests the Por~month Redevelopment and Housing Authority to delete the area north of Ann St. and west of the
<br />Lincolnsville Redevelopment project area, to which the Urban Renewal Administration has objected, and to file the
<br />amended application as promptly as possible. It also authorizes the City Manager to execute the amended appli-
<br />cation and directs him to prepare and submit To the Council an application for a non-assisted conservation pro -
<br />gram within the area deleted."
