March 13th, 1962 <br /> <br /> 62-52 - "I submit the attached ordinance and recommend that it be placed on first read- <br />ing. This ordinance closes a portion of the abandoned right of way that was U.S. Route 58 'and is outside of <br />the present right of way of Airline Boulevard. <br /> A~ched hereto is a report of the viewers appointed to report on this closing.i <br />This has been approved by the Planning Commission. <br /> <br />On motion of Mr. Leery, the following ordinance was approved on first reading: <br /> <br />"AN ORDINA/NCE TO CLOSE A PORTION OF ABANDONED ~ OF WAY OF WHAT WAS U.S. HIGHWA~ <br />ROUTE 58 (NEW SUFFOLK BOULEVARD), OUTSIDE THE PRESEN~ RIGHT OF WAY OF AIRLINE <br />B Oh/~EVARD ' ' <br /> <br /> 62-53 - "I submit the attached ordinance and recommend that it be placed on first <br />reading. This ordinance closes a portion of streets in the Lincolnsville project and is necessary in order that <br />the new streets can be constructed. This is in accordance with the Co-operation Agreement with the Portsmouth <br />Redevelopment and Housing Authority. Attached hereto is a report of the viewers appointed to report on these <br />closings. The Planning Commission has approved these cl6sings." <br /> <br />On m~tion of Fir. Barnes, the following ordinance was approved on first reading: <br /> <br />"AN ORDINANCE TO CLOSE PORTIONS.OF JACKSON STREET, EMMETT STREET, STONEWALL <br />STREET, CARROLL STREET, CALED~)i~ STREET, EFFINGHA~ STItEE~, EFFINGHAM STREET- <br />ALSO C~ LITTLE EFFINGHA~: GREEN STREET, CAROLINE STREET, GAS HOUSE LANE, <br />GlrfHRIE LANE, ELIZABETH PLACE, NORTH LANE, AN EIGHT FOOT LANE, AND AN ELEVEN <br />FOOT ALLEYWAY, LOCATED IN PI{O~ECT VA R-6 (LINCOLNSVILLE URBAN RENEWAL PROJECT)" <br /> <br /> 62-54 - "I submit the attached ordinance and recommend that it be placed on f~st read- <br />ing. This ordinance vacates the western four feet of the ten foot drainage easement on the eastern side of <br />Lot 1~ Collingswood, Section 1~ The~riginal plans called for two drainage lines running through this easement, <br />but it was built with a la~ger size pipe, using one line which reduces the size of the easement needed." <br /> <br />Ou motion of Mr. Leery, the following ordinance was approved on first reading: <br /> <br />"AN ORDINANCE TO VACATE TilE WESTERN FOLRt FEET OF A DRAI-NAGEEASEMENT <br />CROSSING LOT 1, COLLINSWOOD. SECTION 1." <br /> <br /> 62-55 - "! recommend that I b~ authorized to sign a contract with James T. Copley for <br />the construction of a maintenance building at the incinerator site, the cost to be $38,998.00 for the same type <br />building as constructed at the City Garage-. It was necessary to reject the original bids on a building 90' x <br />200' as the price exceeded the amount appropriated. The price was then negotiated for a building 90' x 180' and <br />James T Copley gave the best price." <br /> <br /> Motion of Mr. Walker to award the contract as recommended by the City M~nager, was <br />adopted~ without dissenting vote. <br /> <br /> 62-56 - "I recommend that I be authorized to sign a contract with the Shirley Cors truc- <br />tiou Company for the construction of a community building in Cradock at a cost of ~21,365.00. Shirley Construc- <br />tion Corporation was the second low bidder, Commercial BuildersInc., Norfolk Va. being low with a bid of <br />~21,127.00; however, they have requested that they be allowed to withdraw their bid. <br /> It is recommended that they be allowed to do so. I also recommend that the <br />attached ordinance appropriating $24,000.00 from General Capital Improvement Fund for the construction of this <br />building be placed on first reading." <br /> <br />On motion of Mr~ Atkinson the following ordinance was approved on first reading: <br /> <br />"AN ORDINAIICE TO APPROPRIATE $24,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />~ FOR THE PURPOSE OF CONSTRUCTING A REPLACEMENT FOR THE CRADOCK COMMUNITY <br />CENTER" <br /> <br /> 62-57 - <br />an advertised public hearing <br />lows: <br /> <br /> "At the regular meeting of the Planning Commission held om March 6th, 1962, <br />was held on three documents as phases of the Portsmouth City Master Plan as fol - <br /> <br /> 1. Land Use and Major Streets <br /> 2. Proposed Revisions, Primary Highway Route designations <br /> Tex~ relating to Highway route designations <br /> Under State law, it requires the Planning Commission to hold an advertised pub- <br />lic hearing and to adopt a master plan and requires the City Council to approve same, The Planning Commission <br />adopted these three documents as a I~rt of the Portsmouth City F~ster Plan and I ~aow recommend that the City <br />Council approve these documents.~ <br /> <br /> Motion of Mr. Leery to concur in the Manager's re~on~nendation was adopted, without dis-~ <br />seating vote. <br /> <br /> 62-58 - "I have recently had a survey made by the Ferueau Company Traffic Engineering <br />Division in conjunction with the Kooutz Equipment Corporation, representatives of the DztucanParking~ieter. This <br />was done at no cost to the 'City. The plan calls'for the installation of approximately 1,195 meters which would <br />include metering the off-street parking lots with meters using a 2~ per hour rate. <br /> At the present time, th~ City ham in operation 710 parking meters exclusive <br />of the three off street parking lots; therefore, thi~ would m~an an increase of 209 meter spaces on the streets. <br />Of the present meters we have in operation, 290 were installed in 1940 and they have reached a point where <br />they must be replaced due to the high cost of n~%intence. The balance of the meters are approximately fourteen <br />years old. <br /> I feel that plans must be made for the replacement of our old meters. I rec- <br />ommend that this matter be referred to a conference for study by the City Council." <br /> <br /> <br />
