<br />At a regular meeting of the City Council, held on March 13th, 1962, there ware present:

<br />R. Irvine Smith, C. S. Atkinson, Jack P. Barnes, L. L. Knight, W.T. Leery,
<br />George R. Walker, h.P. Johnson,Jr., City Manager, and J,S~ Livesay, Jr., City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Barnes.
<br />
<br />Minutes of meeting held on February 27th, 1962 were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 62-47 - "I submit the attached ordinance and recommend that it be placed on first reading.
<br />This ordinance authorizes the issuanceof $1,800,000.00 General Obligation Bonds to cover the construction of khe
<br />new incinerator, improvements to the library~nd street and utility improvements in Lincolnsville. The bonds are
<br />to be dated June 1st, 1962 and it is anticipated -that the bid opening will be May 9th, 1962."

<br />Motion of i~. Bar~es to approve the following ordinance on first reading:

<br />"AN ORDINANCE AUTNORIZTNG THE ISSUANCE OF ONE FLILLION EIGHT HUNDRED THOUSAND

<br /> Motion of Mr. Walker to table the ordinance until the next regular meeting of Council and
<br />that the City Attorney be directed to remove from the ordinance the provision for funds for utility improvements
<br />in Lincolnsville, was lost, there being no second.

<br />This ordinance amends Sub section (d) of Section 3-19 of the Zoning Ordinance relating to curb cuts~
<br /> The original ordinance allows only for a twenty-five foot curb cut. It has been
<br />found that this is too restricted and this amendment increases the curb cut to a thirty-five foot width."

<br />ternal organizations to install a lighted sign eot to exceed eighteen square feet on their buildings."

<br /> 62-50 - "I subrait the attached ordinance and recommend that it be placed on first reading.
<br />This ordinance closes a portion of Lee Avenue., Southern Avenue and portions of an alley extending from Chau -
<br />tauqua Avenue to Adriatic Street. These closings have been reqnested by the Portsmouth Industrial Foundatinn
<br />and are subject to the Foundation deeding a right of way for the extension of Wesley Street and an easement for
<br />existing sewer lines and other utilities in the streets to be closed. This has been approved by the Plarming
<br />Commission."
<br /> On motion of Mr. Leary~ the following ordinance was approved on first reading: without dis-

<br />This ordinance closes a portion of Twelfth Street requested by the Elizabeth River Tunnel Commission and the
<br />Norfolk and Portsmouth Belt Line Railroad. It has been approved by the Planning Commission."
