<br />62-113 - The following communication was read:
<br />
<br /> "We, the undersigned residents and property owners residing on MacArthur
<br />Avenue immediately south of its intersection with Harbor Drive, respectfully petition the City of Portsmouth,
<br />Virginia through its duly appointed and elected officials, namely the City Manager and Council of the City of
<br />Portsmouth, Virginia, for relief from an unfavorable situation presently being incurred upon the undersigned
<br />by s construction feature of Harbor Drive, that being the closing by continuous curbing of the south side of
<br />the intersection of MacArthur Avenue with Harbor Drive
<br /> We state among our reasons for this plea of relief the further limitation
<br />of access and egress afforded our homes and property. We feel that this action will tend go further deteriorate
<br />property value in this area. Signed: H. B Brinkley, 439 MacArthur Avenue, and others."
