<br />Virginia, that J. Lawrence Smith, Frank N. Bilisoly, Jr., A. J. Phillips, Jr.,

<br />said. streets and repor~ To this Council in writing whether in their opinion,
<br />any, and if any, what inconvenience would result from discontinuing the
<br />aforementioned portions of s~ree~s."

<br />This closes a portion of Water Street, North Street, Crawford Street, Middle Street and Esstwood Lane. This is

<br /> "AN ORDINANCE TO CLOSE PORTIONS OF WATER STREET, NORTH STREET~ CRAWFORD
<br /> STREET, EASTWOOD LiNEs AND MIDDLE STREET."

<br /> 62-109 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This authorizes eminent domain proceedings to acquire property at the Five Mile Post Pumping Station. This
<br />properly is necessary in order that additional water storage facilities can be pro~ided for Portsmouth and the
<br />property has to be condemned due ~o title objections.
<br />
<br />On motion of Mr. Barnes, the following ordinance was approved on first reading:

<br /> "AN ORDINANCE TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY BY THE
<br />CITY OF PORTSMOUTH UNDER EMINENT DOMAIN PROCEEDINGS PURSUANT TO CHAPTER 258
<br />OF THE ACTS OF ASSF~MBLY OF 1958, SAID PROPERTIES BEING NECESSARY FOR IMPROVE-
<br />MENT OF tHE CITY'S WATERWORKS."
<br />
<br /> 62-110 - "I~submil the attached ordinance and recommend it be placed on firs~ reading.
<br />This closes a portion of Wall Street and s fourteen foot lane in block five, plat of West Truxton. The closing
<br />was requested by the Biltmore Baptist Church and it has been approved by the Planning Commission."

<br />On motion of Mr. Barnes, the following ordinance was approved on first reading:

<br /> "AN ORDINANCE TO CLOSE PORTIONS OF WALL STREET AND A FOURTEEN FOOT LANE
<br />IN BLOCK FIVE, PLAT OF WEST TRUXTON."

<br /> 62-111 "Bids were received on May LOth, 1962 for szreet improvement, storm drainage
<br />and sewer improvements with reference to the Lincolnsville Urban Renewal Project.
<br /> For Contract 'A' New E~reet Alignment ~nd Improvement, the following bids
<br />were received:

<br /> Motion of Mr. Dillon to concur in the Manager's recommendation was adopted, without
<br />dissenting vo~e.

<br /> 62-112 - "I recommend that I be authorized to revoke the permit granted to the Ports-
<br />mouth Boat Club for the use of City-owned property under water between the north end of Court and Middle Streets
<br />This permit was granted to the Portsmouth Boat Club by the City Council in 1948 and was for the purpose of
<br />allowing the Boat Club to construet a pier adjacent to their proper~y aL the waterfront. It is necessary that
<br />this permit be cancelled in order %hat the waterfront can be developed ~n accordance with proposed plans for
<br />this area."

<br /> Motion of Mr. Barnes to concur in the recommendation of the City Manager was adopted,

<br />PORTSMOUTH, VIRGINIA, 1951, AS A~NDED, TO PROVIDE A PARKING METER ZONE
<br />ON BOTH SIDES OF LONDON STREET BETWEEN WATER STREET AND MIDDLE STREET."

<br />On motion of Mr. Dillon, said ordinance was adopted, and by the following vote:
